NCTE mandate on primary teachers’ certification faces questions

Srinagar, Dec 20: In a latest development, the National Council for Teacher Education (NCTE) has made the six-month bridge course mandatory for the primary school teachers with B.Ed degrees.

The six-month crash course has been made mandatory for those teachers appointed between June 28, 2018 and August 11, 2023.

As per the official documents, the crash course has been made mandatory for the teachers in the wake of the Supreme Court order issued on April 8 of 2024.

In the wake of the SC directions, the National Council for Teacher Education (NCTE) issued a notification stating that it has designed the six-month Certificate Course (Bridge) in Primary Teacher Education, which has been approved by the Ministry of Education, Government of India vide its letter issued on April 7 of this year

The course has been designed with the conditions that the National Institute of Open Schooling (NIOS) may apply for recognition to conduct the course on ODL mode from NCTE.

“This course will only be meant for those primary teachers who have been appointed with B.Ed. degree in accordance with NCTE’s notification dated 28.06.2018 and who were in-service before the date of the Supreme Court’s judgment issued on November 8 of 2023,” it reads.

It reads that an appropriate mechanism will be evolved by NCTE and NIOS to ensure that any candidate who is not covered under the ambit of the judgment shall not avail of the Course.

“Orders of the competent authority in this department will be obtained in this regard. The participant teachers shall complete the course within one year of the commencement of the course of NIOS,” the official communication reads.

It reads that qualifying the Bridge Course will be strictly meant for teachers to protect their existing employment.

“This Bridge Course will not be valid for these teachers seeking subsequent employment as primary teachers,” it reads.

Following this, an official communication has been sent by the Joint Director State Council of Educational Research and Training (SCERT) (Jammu division) to the Director School Education Jammu (DSEJ) with the request for dissemination of the instructions regarding the mandatory six-month certificate (Bridge) course for Primary Teachers and to forward the list of the eligible teachers.

“All in-service teachers appointed between June 28 of 2018 and August 11 of 2023, and presently teaching at the Primary Level with B.Ed. qualification, are required to undergo the Six-Month Certificate Course through NIOS under the NCTE norms as per the SC judgment,” it reads.

“Kindly forward the communication to all Chief Education Officers, ZEOs, and Heads of Institutions under your administrative control in the Jammu Division, ensuring that all eligible teachers register for the mandatory course at the link provided by NIOS,” it reads.

The Joint Director SCERT, who is also the State Nodal Officer for NIOS course, has also sought a consolidated list of all such eligible in-teachers

Following this, the DSEJ has forwarded a communication to all the CEOs of the Jammu division with the direction to furnish the list of all eligible teachers for the mandatory six-month certificate (Bridge) course for primary teachers with B.Ed. qualification.

However, the move has evoked a mixed response from the teaching community, who say that the recruitment in the School Education Department (SED) was not school-based but the candidates are recruited as General Line Teachers (GLTs) without any proper categorisation.

“In States outside Jammu and Kashmir, the process of recruitment is school-based as the teachers are recruited for primary schools, and higher level of schools,” a government school teacher told Greater Kashmir.

The teachers said the Mandatory six months certificate course raises questions on the validity and relevance of the B.Ed degree acquired by the teachers.

“Our teachers do not remain posted in primary schools permanently. The department has sought the list of teachers presently posted in primary schools but next year the same teachers can be transferred to middle schools or high schools,” the teachers said.

Meanwhile, an official at SCERT said that all the teachers were B.Ed qualified and certified them as trained teachers.

“The SCERT has received a representation from B.Ed qualified teachers, which will be discussed with the regional director NIOS in Jammu, and further action will be taken accordingly,” the official told Greater Kashmir.

First FCI food grain freight train to reach Anantnag tomorrow

Jammu, Dec 20: Marking a major boost to food security and logistics in Kashmir, the first-ever food grain freight train of the Food Corporation of India (FCI) is set to reach the Anantnag Goods Terminal on Sunday.

The moved is stated to ensure uninterrupted supplies to far-flung areas of the Valley.

Officials told news agency—Kashmir News Observer (KNO) that the train, dispatched from Ajitwal Railway Station in Firozpur Division, is carrying around 1,384 tonnes of food grains loaded in 21 Bogie covered wagons. The Anantnag Goods Terminal, inaugurated on August 9 this year under the Jammu Division of Northern Railway, has already handled cement rakes and other industrial and mixed goods.

The arrival of the first food grain rake marks another milestone in integrating Kashmir with the national freight network.

Senior Divisional Commercial Manager, Jammu Division, Uchit Singhal said the move would ensure an uninterrupted and affordable supply of food grains, especially to remote areas of the Valley.

“Transportation of food grains through railways will be faster and cheaper, directly benefiting farmers and consumers,” he said.

He said that the initiative will strengthen local markets, generate employment, and boost the agricultural economy. “This is a historic achievement and a major step towards meeting the food grain requirements of the Kashmir Valley. It reflects our commitment to railway modernization and regional development,” Singhal said.

He further said that the Food Corporation of India (FCI) and the railways are planning to expand this service in the future and run more such trains to other parts of Kashmir, which will revolutionize logistics and the supply chain across the Union Territory.

Pulwama, Dec 20: Jammu and Kashmir Police on Saturday intercepted a man during patrolling on New Circular Road in Pulwama district and recovered six posters of banned Jama’at-e-Islami and two mobile phones from his possession, officials said.

A senior police officer told news agency Kashmir News Corner—(KNC) that the individual was identified as Hilal Ahmad, a resident of Khader Moh, Kakapora.

A case under Sections 10 and 13 of the Unlawful Activities (Prevention) Act has been registered at Police Station Pulwama, and further investigation is underway, the officer added.

Over 25 students injured in picnic bus accident in Jammu

Jammu, Dec 20: Over twenty-five school students were injured after a picnic bus met with an accident on the Ring Road near Bishnaw area of Jammu on Saturday.

Officials told news agency Kashmir News Corner — KNC that the bus carrying students on a picnic, skidded and overturned, resulting in injuries to several students.

More than 25 students are injured who were immediately rushed to nearby hospitals for treatment, they said.

The condition of the injured students is stated to be stable, while authorities have reached the spot and initiated further proceedings.

NIA special court issues non-bailable warrant against Hizb chief Salahuddin

Srinagar Dec 20: A special court in Kashmir has issued a non-bailable warrant against Pakistan-based Hizbul Mujahideen chief Mohammad Yousuf Shah, popularly known as Syed Salah-ud-din, after observing that he is evading arrest in a terror-related case registered in 2012.

The warrant was issued by the Special Judge (NIA) Budgam, Yahaya Firdous, who said that the case diary revealed sufficient material linking Salah-ud-din to the alleged offences. “The Investigating Officer has collected sufficient evidence which prima facie connects the accused Shah for the commission of crime under Sections 13, 18, 20, 39 of the Unlawful Activities (Prevention) Act and Section 506 of the Ranbir Penal Code,” the court observed.

The judge said that the original case diary has been forwarded to the competent authority for sanction, after which the charge sheet will be produced before the court for trial in absentia. Accepting the submission of the Investigating Officer, the court held that Salah-ud-din was deliberately avoiding arrest.

“As such, the court is satisfied that the accused is evading arrest. A non-bailable warrant is issued against the accused with the direction to the police of Jammu and Kashmir to arrest him,” the order said according to news agency Kashmir Indepth News Service (KINS).

Salah-ud-din contested the 1987 Assembly elections in the Kashmir Valley before crossing over to Pakistan in 1990 following the outbreak of militancy. He later rose to become the chief of Hizbul Mujahideen, once the largest militant outfit operating in Jammu and Kashmir, and was also appointed chairman of the United Jihad Council, an umbrella body of militant groups.

In 2017, the United States designated Salah-ud-din as a global terrorist. In 2020, the Ministry of Home Affairs also declared him a terrorist under the Unlawful Activities (Prevention) Act.

Earlier, Jammu and Kashmir Lieutenant Governor Manoj Sinha terminated the services of Salah-ud-din’s three sons — Shahid Yousuf, Shakeel Yousuf and Mueed Yousuf — from government employment under Article 311(2)(c) of the Constitution, which allows dismissal without a formal inquiry on grounds of national security. Two of his sons, Shahid and Shakeel, have also been arrested by the National Investigation Agency in connection with a terror-funding case.

Jammu, Dec 20: Lieutenant Governor Manoj Sinha, at a high-level meeting on Saturday, reviewed the implementation and progress of Pradhan Mantri TB Mukt Bharat Abhiyaan in the UT of Jammu Kashmir.

The meeting was attended by Atal Dulloo, Chief Secretary; Dr Mandeep K. Bhandari, Principal Secretary to Lieutenant Governor; Dr Syed Abid Rasheed Shah, Secretary, Health and Medical Education; Baseer UI Haq Chaudhary, Mission Director, NHM J&K; Deputy Commissioners; Heads of Medical & Health institutions and departments and other senior officials.

The Lieutenant Governor reaffirmed the UT Administration’s commitment to the national goal of tuberculosis elimination.

He emphasised on conducting a deep analysis of TB-related cases, and treatment outcomes. He called for seamless inter-departmental coordination and a robust community-based support system to ensure no patient is left behind.

The Lieutenant Governor directed the Health Department and District Administrations to ramp-up testing and prioritizing the mapping of vulnerable populations.

He further directed for intensifying Door to Door IEC (Information, Education, and Communication) campaign to educate the public on symptoms, diagnostics, and the availability of treatment.

District Administrations were directed to adopt best practices to achieve the goal of TB Mukt Jammu Kashmir and TB Mukt Bharat.

The meeting also discussed the District-wise status of Treatment Outcome, Presumptive TB Testing Rate, TB Case Notification & Drug-resistant TB Cases, Nikshay Poshan Yojana (NPY) Status, Ni-kshay Mitra Initiative, saturation of Ayushman Bharat Golden cards with special focus on covering all TB patients, incentivisation of ASHAs, implementation of ‘One Patient – One Ni-kshay Mitra’ model, procurements of treatment and testing equipment.

It was informed that J&K has achieved the 99% coverage (28,62,686 individuals) in Vulnerable Population.

Dr Syed Abid Rasheed Shah, Secretary, Health and Medical Education gave a detailed presentation on performance of Jammu Kashmir on various Parameters under National TB Elimination Programme. He also presented an Action Taken Report on directives passed in the previous meeting.

New Delhi, Dec 20: The Food Safety and Standards Authority of India (FSSAI) has categorically dismissed recent claims linking eggs to cancer risk, terming them “misleading, scientifically unsupported and capable of creating unnecessary public alarm”.

In a statement issued on Saturday, the food safety regulator clarified that eggs available in the country are safe for human consumption and that reports alleging the presence of carcinogenic substances in eggs lack a scientific basis.

The clarification comes in response to media reports and social media posts claiming detection of nitrofuran metabolites (AOZ) — substances purportedly linked to cancer — in eggs sold in India.

FSSAI officials emphasised that the use of nitrofurans is strictly prohibited at all stages of poultry and egg production under the Food Safety and Standards (Contaminants, Toxins and Residues) Regulations, 2011.

The regulator explained that an Extraneous Maximum Residue Limit (EMRL) of 1.0 µg/kg has been prescribed for nitrofuran metabolites — but solely for regulatory enforcement purposes. This limit represents the minimum level that can be reliably detected by advanced laboratory methods and does not indicate that the substance is permitted for use.

“Detection of trace residues below the EMRL does not constitute a food safety violation nor does it imply any health risk,” an FSSAI official said.

FSSAI said India’s regulatory framework is aligned with international practices. The European Union and the United States also prohibit the use of nitrofurans in food-producing animals and employ reference points for action or guideline values only as enforcement tools.

Differences in numerical benchmarks across countries reflect variations in analytical and regulatory approaches, not differences in consumer safety standards, the authority noted.

On public health concerns, FSSAI cited scientific evidence indicating that there is no established causal link between trace-level dietary exposure to nitrofuran metabolites and cancer or other adverse health outcomes in humans.

“No national or international health authority has associated normal egg consumption with increased cancer risk,” the regulator reiterated.

Addressing reports related to the testing of a specific egg brand, officials explained that such detections are isolated and batch-specific, often arising from inadvertent contamination or feed-related factors, and are not representative of the overall egg supply chain in the country.

“Generalising isolated laboratory findings to label eggs as unsafe is scientifically incorrect,” the statement said.

FSSAI urged consumers to rely on verified scientific evidence and official advisories, reiterating that eggs remain a safe, nutritious, and valuable component of a balanced diet when produced and consumed in compliance with food safety regulations.

Jammu, Dec 20: Jammu and Kashmir Police on Saturday launched an online verification portal, ‘Kirayedar’, to address gaps in tenant reporting that have persisted despite enforcement action, including FIRs against defaulting landlords.

The web portal aims to ease compliance and streamline tenant verification, according to officials.

Jammu SSP Joginder Singh launched the ‘Kirayedar’ for general public here, expressing hope to witness a significant increase in tenant reporting and verification, which, he said, will strengthen internal security and help in providing a safe and secure Jammu to its citizens.

“Jammu and Kashmir has witnessed incidents of anti-social activities by anti-national elements in the past. Ensuring internal security and providing a safe and secure environment for citizens is the prime responsibility of the police so that peace and prosperity may flourish in every nook and corner of the UT,” he said.

The SSP said Jammu, being the winter capital, witnesses a continuous inflow of people from different regions of the UT, especially during the winter months. A large number of such people reside in Jammu in rented accommodation.

Besides this, several large infrastructure projects are underway in Jammu and adjoining areas, due to which labourers, contractors and technical staff are also residing in rented premises, Singh said, adding that the anti-national elements may exploit this large influx of people by taking rented accommodation under false cover.

He said the tenant reporting and verification has been made mandatory, and the deputy commissioner has also issued orders conveying the rule.

However, it has been observed that many landlords are elderly, out of station or unable to visit police stations due to their busy schedules or job constraints.

“In many cases, people are also reluctant to visit police stations. These factors were hampering the process of tenant reporting and subsequent verification. In this regard, 12 FIRs were registered against defaulting landlords, while police conducted more than 10,000 tenant verifications,” the SSP said.

To address these challenges, he said, Jammu police has taken a proactive initiative by developing the online portal.

“It has been developed with the collaborative efforts of three students from IIT Jammu and one local youth from Kathua, under the guidance of SDPO City West Jammu. The portal is user-friendly, accessible anytime and from anywhere, and acts as an effective communication bridge between landlords and police for the benefit of the public,” he said.

Kupwara, Dec 20: A viral video showing a patient being shifted on a trolley from the Associated District Hospital, Government Medical College (GMC) Handwara, to the market area for a CT scan triggered widespread concern and criticism on social media on Wednesday.

Responding to the incident, the Medical Superintendent of the Associated District Hospital, GMC Handwara, addressed a press conference on Thursday and refuted allegations of negligence levelled by sections of the media and on social platforms. He said the hospital’s CT scan machine had become non-functional due to a software-related issue, following which the patient was advised to undergo the scan at SDH Kupwara or GMC Baramulla.

The Medical Superintendent stated that despite being informed of the alternatives, the patient’s attendants opted to take the patient outside the hospital premises on a trolley after learning that CT scan services were available at a nearby private diagnostic centre. “Our security guard repeatedly requested them not to take the hospital trolley outside, but they did not comply and moved towards the market area,” he said.

He further informed that an internal inquiry committee has been constituted to investigate the incident and ascertain the facts. Meanwhile, a Junior Resident Doctor has been placed under suspension pending the outcome of the inquiry, he added.

The incident has once again raised concerns over healthcare infrastructure at the hospital, even as the administration maintained that standard protocols were followed and the matter is under internal review.

New Delhi, Dec 20: Congress Parliamentary Party chairperson Sonia Gandhi on Saturday accused the Modi government of bulldozing the MGNREGA, and asserted that the “black law” that seeks to repeal it will be defied by the lakhs of party workers across the country.

In a video message, she said that by weakening MGNREGA, the Modi government had attacked the interests of crores of farmers, labourers, and landless across the country.

She alleged that over the past 11 years, the Centre had ignored the interests of the rural poor.

Addressing the rural population, Gandhi said she vividly remembers the day 20 years ago, when Manmohan Singh was prime minister, and the MGNREGA Act was passed in Parliament by consensus.

The former party president said it was “such a revolutionary step,” and became a means of livelihood for the deprived, the exploited, and the poorest of the poor.

She said, due to MGNREGA, migration in search of work came to a halt, a legal right to employment was provided, and gram panchayats were empowered.

“Through MGNREGA, a concrete step was taken towards realising the dream of an India based on Mahatma Gandhi’s vision of Gram Swaraj,” she said.

“But it is a matter of great regret that just recently, the government ran a bulldozer over MGNREGA. Not only was Mahatma Gandhi’s name removed, but the form and structure of MGNREGA was changed arbitrarily without any deliberation, without consulting anyone, without taking the opposition into confidence,” the Congress leader alleged.

She said under the new law, who gets how much employment, where and in what manner, will be decided by the government in Delhi, which is far removed from the ground realities.

Claiming that the Congress had a major role in bringing and implementing MGNREGA, she said it was never a party-specific matter.

“It was a scheme connected to the national interest and the people’s interest. By weakening this law, the Modi government has attacked the interests of crores of farmers, labourers, and landless poor in the rural sector across the country.

“We are all ready to counter this attack. Twenty years ago, I too fought to secure the right to employment for our poor brothers and sisters; today, I remain committed to fighting against this black law. All Congress leaders like me and lakhs of workers stand with you,” Gandhi said in her video statement.

The Congress earlier claimed that it would take its fight against the repeal law to the grassroots.

Parliament on Thursday passed the VB-G RAM G Bill that seeks to replace the 20-year-old Mahatma Gandhi National Rural Employment Guarantee Act, or MGNREGA.

The proposed bill that guarantees 125 days of rural wage employment every year was met with vociferous protests by the Opposition.

Defending the bill, Union minister Shivraj Singh Chouhan asserted that it was needed to fix shortcomings in the old scheme.

The Viksit Bharat Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB-G RAM G) Bill was passed by the Rajya Sabha with a voice vote, hours after the Lok Sabha cleared it on Thursday.

The Opposition strongly protested the removal of Mahatma Gandhi’s name from the MGNREGA, and said that the government was putting the financial burden on states.
