Of 64,029 disturbance-affected business units, only 7752 rehabilitated so far

Srinagar, Dec 3: Rehabilitation of business units hit by the April-May 2025 disturbances remains abysmally slow, with official data showing that only 7752 of the 64,029 affected accounts – just about 12 percent – have been covered under the relief package so far.

The disturbances followed the April 22 Pahalgam terrorist attack in which 26 tourists were killed and the subsequent India-Pakistan conflict, triggering a severe economic disruption across Jammu and Kashmir.

According to the details accessed by Greater Kashmir, the matter was reviewed during the 16th meeting of J&K UTLBC on June 21, 2025.

During the meeting, it was decided that a committee comprising Jammu and Kashmir Bank, State Bank of India, and Punjab National Bank would frame a comprehensive rehabilitation package for affected enterprises.

Subsequently, the J&K government, with the approval of the Lieutenant Governor, issued a notification on August 8, declaring entire J&K as disturbance-affected with effect from April 22.

A senior banking executive said, “The approved rehabilitation package was circulated among all banks on September 6 for implementation. However, the latest data reveals sharp gaps in execution.”

J&K Bank reported 36,192 affected units involving Rs 1930.57 crore of which only 7133 accounts have been rehabilitated.

SBI has rehabilitated merely 362 of 10,800 affected accounts, while PNB has covered 235 of 9581 units.

HDFC Bank, despite exposure to 2044 affected units worth Rs 790.93 crore, has not rehabilitated a single account to date.

In total, banks have extended relief of only Rs 494 crore against an overall affected exposure of Rs 5055 crore.

“As per the plan, all banks were supposed to complete the rehabilitation by November 5, 2025. But the progress is nowhere close,” said an official familiar with the matter. “Banks have now approached UTLBC seeking an extension till December 31 to ensure wider coverage of eligible borrowers.”

Trade bodies argue that businesses cannot survive without urgent intervention.

Kashmir Chamber of Commerce and Industry (KCCI) President, Javid Ahmad Tenga said he has already written to J&K Bank, formally requesting an extension in the implementation timeline.

“The situation after the April 22 attack has been extremely challenging for businesses. Tourism has taken the biggest hit, allied sectors have collapsed, and this downturn has spread to transport, handicrafts, retail and services,” Tenga said. “We are also demanding a one-time settlement scheme for borrowers who have suffered due to a prolonged slump. Thousands of traders and entrepreneurs are unable to revive their units without decisive financial support.”

President Kashmir Trade Alliance, Aijaz Shahdhar, said many small and medium businesses are “on the verge of closure” due to the slow rollout.

“The relief package is meaningful only if it reaches people on time. Every week of delay pushes more businesses deeper into distress,” he said.

Meanwhile, banking officials said that procedural delays and verification processes had contributed to the slow progress, but assured that rehabilitation efforts would accelerate if the deadline is extended.

Environment Minister reviews NCR pollution control measures

New Delhi, Dec 3: Union Environment Minister Bhupender Yadav on Wednesday chaired a high-level meeting on Delhi–NCR air pollution, directing all State and UT authorities to fast-track on-ground implementation of decisions taken in previous reviews.

Delhi Environment Minister Manjinder Singh Sirsa also attended the meeting.

Minister Yadav stressed “high-quality, time-bound execution” of action plans across key areas, including road repair, dust control, construction waste management, industry compliance, smart traffic management, public transport expansion and greening of open spaces.

He asked all stakeholders to prepare detailed annual action plans with monthly and weekly targets to curb pollution at the source.

On industrial emissions, the Minister said non-compliant units would be supported to install Online Continuous Emission Monitoring Systems and pollution-control devices by December 31, 2025, warning that strict action, including closure, would follow for defaulters.

He reviewed progress on road development and instructed NCR States to speed up pothole repair, adopt digital monitoring and deploy more mechanical road sweepers.

Traffic congestion at 62 hotspots in Delhi also came up, with an emphasis on immediate short-term fixes and stricter enforcement.

The meeting noted the ongoing shift to electric public transport, with 3,400 e-buses currently operating and numbers expected to rise above 5,000 by March 2026. Officials were urged to act against below-BS-IV commercial vehicles.

Minister Yadav also called for identifying new greening sites, reviving eco-clubs in schools and involving local communities in conservation efforts. Senior officials from Delhi, Haryana, Punjab, Rajasthan, Uttar Pradesh and central agencies participated in the review.

Srinagar, Dec 3: The Division Office of Khadi and Village Industries Board (KVIB), Kashmir Division, Srinagar, organised a Divisional level Bankers Meeting  to review and strengthen the implementation of the Prime Minister’s Employment Generation Programme (PMEGP) and Jammu & Kashmir Rural Employment Generation Programme (JKREGP) in Kashmir Division, said a press release.

The meeting was chaired by  AkramullahTak  – Additional Commissioner Kashmir. The meeting was attended by General Manager Convenor Bank – AshutoshSareen, Managing Director J&K Cooperative Bank, Deputy General Manager Agri&MSME Credit –  AKS Bagee, Executive Officer KVIC, Deputy General Manager SBI, Deputy General Manager UTLBC, General Manager & Regional Manager J&K Grameen Bank, Assistant Manager PNB, District Officers of KVIB, Lead District Managers & Director RSETIs of Kashmir Division, Cluster Heads of J&K Bank, representatives from various other lending financial institutions operating in Kashmir Division, focused on enhancing coordination between KVIB and banking partners to accelerate employment generation and foster entrepreneurship across the region.

While applauding the performance of J&K KVIB Kashmir Division,  Additional Commissioner Kashmir appreciated KVIB’s mandate to identify and mobilize prospective entrepreneurs, provide training and handholding support throughout the application process, facilitate project formulation with techno-economic viability assessments, and ensure timely submission of complete applications to banks & sanctioning of the application within the TAT period fixed. He further directed the Banking partners were reminded of their crucial role in expeditious processing and sanction of eligible loan applications within stipulated timelines, conducting thorough field visits and due diligence, and ensuring transparency in credit disbursement.

It was informed that during the year 2025-26 as on 30/11/2025 Margin Money to the tune of Rs 4268.80 crores was released for establishment of 2164 units thereby creating employment opportunities for 17042 entrepreneurs under PMEGP and JKREGP. During the last five years (2020-2025) under both the schemes (PMEGP/JKREGP) Margin Money to the tune of Rs 79127.64 crores was released for establishment of 35902 units creating employment for 35902 persons and out of which 13940 number of units (39%) are only Women entrepreneurs.

The meeting identified critical implementation gaps requiring immediate attention and cooperation between Government agencies and Banks.

The meeting resolved to implement a fast-track approval process for complete applications, conduct regular credit camps in potential clusters to increase outreach, and develop a common digital platform for seamless application tracking and monitoring across all stakeholders.

Ashutosh Sareen, General Manager, Convenor Banks reaffirmed commitment of the banks to work in close coordination with Implementing Agencies to achieve the twin objectives of employment generation and entrepreneurship development in Jammu & Kashmir. Shopian, Dec 3: In observance of World Disability Day, a special cricket match was organised by the District Youth Services and Sports Department for persons with disabilities at the Sports Stadium, Batapora.

The event, as per an official statement issued on Wednesday, organised under the supervision of the District Youth Services & Sports Officer, Sunil Kumar, witnessed enthusiastic participation from specially abled players who showcased exceptional talent and sportsmanship.

The event reflects an endeavour towards promoting inclusivity, empowerment and opportunities for persons with disabilities, aligning with the spirit of World Disability Day.

Later, trophies were distributed among participants.

Jammu, Dec 3: Director General of Police Nalin Prabhat Wednesday asserted that the role of Village Defence Guards (VDGs) in the entire security grid of Jammu and Kashmir Police (JKP) was very significant.

Describing VDGs as the first tier of the security grid, the top cop of J&K also lauded their role in timely intelligence collection as well as their contribution during Operation Sindoor and floods.

DGP was speaking to media persons after holding an interaction with the VDGs of R S Pura and Arnia border sectors at R S Pura.

Responding to media queries, he said that there was no dearth of weapons.

“Today’s event was related to the main issue of coordination, operational cooperation and training. Besides, we heard their issues of concern to address them. Most importantly, we had to extend gratitude to them (VDGs) and to convey that their duty had a very significant role in the entire security grid of the Jammu and Kashmir Police,” he said.

DGP was accompanied by top BSF and police officers, including IGP Jammu zone, Bhim Sen Tuti; DIG Jammu-Samba-Kathua Range, Shiv Kumar Sharma; DIG BSF Chiter Pal; SSP Jammu Joginder Singh; zonal SPs of Jammu district and several Police and BSF officers.

About 110 VDG members from the jurisdiction of the sub-division R S Pura participated in the event.

In his address, the DGP sensitised VDGs about the constant adversarial tactics adopted by the enemy neighbour country to harm the security and harmony in the country.

He stated that the Standard Operating Procedures (SOPs) for the smooth functioning of the VDGs were notified in close coordination with the BSF and the Jammu and Kashmir Police, in which role and duties of all stakeholders were clearly mentioned.

Explaining the officers and VDGs regarding the border SOPs, he stressed the need for its proper implementation on ground by all the stakeholders to further strengthen the border security grid and thwart the evil designs of the enemy country.

DGO also emphasised the preventive strategies through training, coordination and community vigilance. He said that historically, people from the border areas contributed to countering terrorism by working in synergy with the Police.

“Without their participation, achieving optimal results against terrorism would be inconceivable,” he said.

The DGP said that VDG was a voluntary service and did not guarantee employment but the police would not hesitate to induct them in regular force for exceptional contribution in counter-terrorism, demonstrable conspicuous gallantry, using the powers of the Police Establishment Board.

He also stated that the police would reward the VDGs for their exceptional work and bravery.

He urged VDG members to remain vigilant and actively cooperate with Police and security forces in strengthening the security grid and maintaining brotherhood, peace and tranquillity.

The participants also received instructions on the periodic cleaning, safe handling and maintenance of government issued arms and ammunition.

DGP highlighted that in Jammu areas, Police and security forces faced unique challenges, including drone droppings, tunnelling and riverine issues.

“In such circumstances, we take advantage of the border villagers, who have a history of standing up and participating alongside the police and security forces to combat infiltration and intrusion,” he said.

Earlier SSP Jammu welcomed DGP and briefed him regarding the VDG structure and strength in the Jammu district.

He also apprised the DGP regarding the emerging security challenges and highlighted the crucial role of VDGs as a force multiplier in maintaining peace and stability.

During the event, the officers listened to the grievances of VDGs and assured prompt redressal.

IGP Jammu, in his address, highlighted the initiatives taken by ZPHQ Jammu regarding the streamlining of VDG functioning including assigning unique IDs to VDG groups and each VDG to monitor the working properly and encouraging proper record building.

Ganderbal, Dec 3: Deputy Inspector General of Police, Central Kashmir Range (CKR), Rajeev Pandey, on Wednesday said that the Jammu and Kashmir Police intensified its operations against drug peddlers, reflected in the rising number of NDPS cases registered across J&K.

Speaking to reporters on the sidelines of an event marking the International Day of Persons with Disabilities, DIG Pandey said that the Police have identified hotspots and launched focused operations to dismantle drug supply chains.

“On the directions of the Director General of Police (DGP), strict action against drug peddlers is underway. The crackdown on the narcotics trade has been intensified to curb this growing menace,” he said.

DIG Pandey said that the J&K Police are simultaneously carrying out extensive community outreach and running de-addiction programmes to counter drug abuse.

He said that the Police are working closely with communities to raise awareness about the harmful effects of substance abuse.

DIG Pandey also emphasised the need to foster inclusive support systems for specially-abled persons, ensuring they live with dignity and ease.

NGT seeks J&K Govt response on proposed industrial estate near Rambiara river flood plain

New Delhi, Dec 3: The National Green Tribunal (NGT) has issued a notice to the Jammu & Kashmir Government seeking its response on the construction of a new industrial estate at Trenz in Shopian, following allegations that the 500 kanal state-owned land earmarked for the project forms part of the Rambiara river’s flood plain.

The notice was issued by the NGT’s Principal Bench, headed by Justice Prakash Srivastava, with expert members Dr Senthil Veil and Dr Afroz Alam also in attendance. The matter came up for hearing on Tuesday.

Senior Advocate Saurabh Sharma, appearing for petitioner Dr Raja Muzaffar Bhat—writer and environmental activist—argued that the 500 kanal (63-acre) site lies barely 30 metres from the Rambiara river and falls “within the natural route of high-flow floodwaters”. He warned that situating an industrial estate at the location could endanger downstream habitations.

“The estate encroaches on one side of the river. This will pose a severe threat to residents on the opposite bank and may lead to flooding of agricultural land and apple orchards across nearly a dozen villages in Shopian and Pulwama,” Sharma submitted.

He also referred to the draft District Disaster Management Plan of Shopian, which identifies one-third of the district as flood/flash flood-prone. Citing the site plan prepared by J&K SIDCO, the counsel said the proposed industrial estate clearly falls inside the flood plain.

After hearing the petitioner’s counsel, the NGT observed that the plea raises substantial questions concerning compliance with environmental norms.

“The original application raises substantial issues relating to compliance with environmental norms. Issue notice to the respondents. The applicant is directed to serve the respondents and file an affidavit of service at least one week before the next hearing,” the bench ordered.

J&K government had approved the establishment of the industrial estate in February 2024 at an estimated cost of Rs 68 crore, on 500 kanal of state land near the Rambiara riverbank.

The case has now been listed for the next hearing on February 24, 2026.

New Delhi, Dec 3: Information and Broadcasting Minister Ashwini Vaishnaw on Wednesday told the Lok Sabha that fake news and AI-generated deepfakes pose a “very serious” challenge to India’s democracy, stressing the need for tougher rules and faster action by social media platforms.

He said misuse of social media had created “ecosystems that do not wish to follow the Constitution or the laws passed by Parliament,” and warned that firm corrective measures were urgently required.

Ashwini Vaishnaw informed the House that new rules mandating takedown of harmful content within 36 hours had already been notified, while a draft rule on identifying and acting against AI-generated deepfakes is under public consultation.

He thanked the Parliamentary Committee led by Nishikant Dubey for its detailed recommendations on strengthening the legal framework.

The Minister said the challenge lies in balancing free speech with the need to protect democratic institutions.

He said that under Prime Minister Narendra Modi, Digital India had transformed access to technology and empowered citizens, benefits that must be preserved while strengthening trust and accountability online.

Srinagar, Dec 03: The Administrator Associated Hospitals has informed that the MRI Unit of Government Medical College at Government SMHS/Super Specialty Hospital Shreen Bagh, Srinagar, is scheduled to undergo maintenance, including de-icing of the magnet, with effect from 04 December 2025 to ensure optimal performance and uninterrupted functioning of the facility.

The de-icing process is expected to take approximately two weeks, during which MRI services at Government SMHS/Super Specialty Hospital Srinagar will remain temporarily unavailable.

The Administrator has further informed that during this period, MRI examinations for patients of Government SMHS and Government Super Specialty Hospital will be facilitated at Government Psychiatry Hospital Srinagar (IMHANS) and Government Bone & Joint Hospital Srinagar.

The general public and patients have been requested to extend their cooperation to ensure smooth continuation of essential diagnostic services, the hospital authorities said.

New Delhi, Dec 03: Gold prices climbed Rs 670 to Rs 1,32,200 per 10 grams in the national capital on Wednesday, as firm global trends and a steep fall in the rupee supported the safe-haven demand, according to the All India Sarafa Association.

On Tuesday, the precious metal of 99.9 per cent purity closed at Rs 1,31,530 per 10 grams.

Traders said the rupee’s slide to an all-time low against the US dollar pushed up bullion prices.

However, silver snapped a six-day winning streak by declining Rs 460 to Rs 1,80,900 per kilogram (inclusive of all taxes), as per the association.

“Gold posted modest gains in the domestic markets, supported by a firm global trend and weakness in the Indian currency,” Saumil Gandhi, Senior Analyst – Commodities at HDFC Securities, said.

On Wednesday, the rupee breached the 90-a-dollar level for the first time to settle at a fresh all-time low of 90.21 (provisional), down 25 paise from its previous close, amid sustained foreign fund outflows and higher crude oil prices.

In the international market, spot gold was trading marginally higher at USD 4,207.67 per ounce, while silver advanced to USD 58.47 per ounce. The white metal during the session went up by nearly 1 per cent to hit a record of USD 58.94 per ounce.

“The sharp decline in the rupee helped cushion domestic gold prices from the earlier correction in international markets.

“As global prices rebounded, the impact of the weaker rupee amplified the gains in the domestic market, resulting in a stronger upside compared to overseas levels,” Gandhi said.

He added that dovish remarks from Federal Reserve officials have strengthened expectations for a 25 basis points rate cut at next week’s FOMC meeting, creating headwinds for the US dollar while providing support for the bullion.

“Investors are awaiting the US ADP private-sector employment report later in the day and the ISM Services PMI, both of which will provide further insight into the economic outlook and potential policy direction and short-term trajectory for bullion prices,” Gandhi noted.
