LS proceedings adjourned till 12 noon due to opposition protests against SIR

New Delhi, Dec 2: Lok Sabha proceedings were adjourned till 12 noon on Tuesday, the second consecutive day of the Winter Session, following protests by opposition parties demanding a discussion on the Special Intensive Revision of electoral rolls.

The House convened at 11 am, with Speaker Om Birla welcoming a parliamentary delegation from Georgia seated in the Speaker’s Gallery to observe the proceedings.

Soon after, the Question Hour commenced, but the opposition members rose to their feet, shouting slogans demanding a discussion on the Election Commission’s SIR.

Amid the chaos, Birla allowed two MPs to ask questions related to different ministries, and the respective ministers replied to the supplementaries.

As the protest continued, the Speaker urged the members to cooperate, stressing the importance of Question Hour.

“In a democracy, it is natural to have differences. But behaviour and utterances of some members inside and outside the House are not acceptable,” he said, adding that all members should maintain the dignity of the House and the country.

“I always give enough time to every member. But everyone should also maintain the highest standard of the world’s largest democracy,” he said.

The Speaker then adjourned the house till 12 noon.

Proceedings on the first day of the Winter Session on Monday had also been disrupted due to the opposition protests, leading to repeated adjournments

The last session was a virtual washout over demands by the opposition for a debate on the SIR, then being held in Bihar.

Opposition leaders, while emerging from an all-party meeting on Sunday, had said that they would press for a debate on SIR.

The EC had announced SIR in Andaman and Nicobar Islands, Lakshadweep, Chhattisgarh, Goa, Gujarat, Kerala, Madhya Pradesh, Puducherry, Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal.

Among these, Tamil Nadu, Puducherry, Kerala, and West Bengal will go to the polls in 2026. In Assam, where polls are also due in 2026, the revision of electoral rolls was announced separately. It is being called ‘Special Revision’.

Nearly 51 crore electors will be covered in the massive voters’ list cleanup exercise.

The primary aim of the SIR is to weed out foreign illegal migrants by checking their place of birth.

The move assumes significance in the wake of a crackdown in various states on illegal migrants, including those from Bangladesh and Myanmar.

Pulwama, Dec 02: In its persistent drive against drug trafficking, Pulwama Police recovered a significant quantity of contraband during a naka checking operation at Koil Pulwama near the bridge, police said.

A police spokesperson said in a statement that a police team from Police Station Pulwama intercepted a suspect and recovered 1.190 kilograms of an alleged charas powder-like substance from his possession.

Police identified the accused as Tariq Ahmad Rather, son of Mohd Sabir Rather, resident of Lajoora Pulwama.

A case has been registered at Police Station Pulwama under FIR No. 279/2025, invoking Sections 8 and 20 of the NDPS Act, with investigations underway.

Pulwama Police reaffirm its commitment to curb drug trafficking and requests citizens to cooperate by sharing any information related to drug peddling or other unlawful activities to help safeguard the community.

Hyderabad, Dec 02: A Kuwait-Hyderabad IndiGo flight was diverted to Mumbai on Tuesday following a bomb threat email, police said here.

The flight landed safely in Mumbai, they said.

The Rajiv Gandhi International Airport (RGIA) here received the threat email claiming that “certain anti-social elements are planning to carry out an attack using remote-controlled explosive devices on board the flight once it lands in Hyderabad”.

Following the threat email, the authorities decided to divert the flight to Mumbai, where the aircraft landed safely, a police official said.

Security checking was conducted, and nothing suspicious was found, he said. Further investigation is on.

Dhaka, Dec 03: Security was tightened around Bangladesh’s former prime minister Khaleda Zia on Tuesday as a specialist medical team from China joined efforts to treat the ailing politician, who remains in a highly critical condition at a private hospital in Dhaka.

Police erected a barricade at the main gate of Evercare Hospital around 2 am, with hospital sources saying more than two dozen personnel have been deployed to regulate patients’ movement and reinforce Zia’s security, The Daily Star newspaper reported.

The 80-year-old Bangladesh Nationalist Party (BNP) chairperson was admitted to the hospital on November 23 after being diagnosed with infections affecting her heart and lungs. Four days later, the three-time prime minister was shifted to the coronary care unit after several of her health complications worsened.

Her condition deteriorated further, and she was placed on ventilation on Sunday night, BNP Vice-Chairman Advocate Ahmed Aazam Khan said on Monday.

A five-member specialist team from China arrived in Dhaka on Monday and was seen entering the hospital late in the night, according to the Dhaka Tribune newspaper.

The delegation earlier held a meeting with the medical board overseeing Zia’s treatment, confirmed the board’s head and cardiologist, Dr Shahabuddin Talukder.

Talukder said Zia’s condition remained unchanged and that she was not fit to travel abroad for advanced treatment.

He added that further expert opinion was urgently needed, with another team of Chinese specialists expected to arrive later on Tuesday.

The tightened security followed the interim government’s decision on Monday to declare Zia a “very, very important person”, enabling the deployment of the Special Security Force (SSF) for her protection.

Four SSF personnel visited the hospital around midnight and inspected various sections of the building for nearly three hours.

Zia is currently staying in a cabin on the fourth floor, where surrounding cabins have been vacated as part of heightened security protocols.

BNP Standing Committee member Salahuddin Ahmed told reporters late Monday that Zia’s son and the party’s acting chairman, Tarique Rahman, who has been living in self-exile in London for over a decade, “will return to Bangladesh soon”.

Prime Minister Narendra Modi on Monday expressed deep concern over Zia’s health and offered all possible support.

Across Bangladesh, prayers are being held for Zia’s recovery.

Local BNP units and affiliated organisations arranged special prayers in mosques, temples and community centres in Dhaka, Rajshahi, Chattogram, Barishal, Sylhet, Mymensingh and other districts. Many supporters also took to social media to post prayers and messages wishing her a swift recovery.

CM Omar calls crucial Cabinet meet, major changes in reservation policy likely

Jammu, Dec 02: With the reservation policy topping the agenda, Chief Minister Omar Abdullah has convened a high-level Cabinet meeting on December 3, where the Government is expected to take major decisions, including increasing the Open Merit quota in jobs and educational institutions.

Official sources said that the meeting will be held at 9 am in the Civil Secretariat Jammu and will be the first formal Cabinet meet after the annual Durbar Move.

Sources said the reservation overhaul will be a key discussion point as the Government plans to amend Reservation Rules to rationalize quotas in certain categories, especially Resident of Backward Areas (RBA) and Economically Weaker Sections (EWS), to accommodate the proposed hike in Open Merit share.

According to officials, the EWS quota capped at a maximum of 10 percent as per guidelines may see adjustments if justified by the Government. The RBA quota, once as high as 20 percent, has already been reduced to 10 percent amid concerns that influential individuals benefited disproportionately.

“The Government needs to cut around 10 percent from various categories excluding those mandated by Parliament like SC, ST, and OBC to enhance Open Merit to 40 percent,” sources said.

Currently, reservation in J&K stands at 70 percent. The highest share 20 percent goes to Scheduled Tribes (10 percent each to Gujjar-Bakerwal and Pahari Ethnic Tribes), followed by 10 percent each for RBA and EWS, eight percent for OBC, eight percent for SC, and four percent for ALC/IB residents. Horizontal reservation of 10 percent is provided to Ex-servicemen and Persons with Disabilities.

The Cabinet Sub Committee (CSC) on Reservation was constituted on December 10, 2024, following protests by general category aspirants. It submitted its recommendations on June 10, 2025, followed by scrutiny from the Law Department.

These recommendations are now expected to come up for final decision in tomorrow’s Cabinet meeting. “All decisions of the Cabinet will ultimately require approval from the Lieutenant Governor,” sources added.

Earlier, the Finance Department advertised 600 posts of Accounts Assistants, with only 240 of those allocated to the Open Merit (OM) category. This has upset the youth falling under OM category, leading them to renew their demand for a review of the existing reservation policy in the Union Territory.

Of the 600 posts of Accounts Assistants advertised by J&K Services Selection Board, only 40% posts (24O) were kept for OM aspirants while 360 posts have been reserved for various categories—48 for Scheduled Castes (SC), 60 each for Scheduled Tribes (ST1 and ST2), 48 for Other Backward Classes (OBC), 24 for ALC/IB, 60 for the Residents of Backward Areas (RBA), and another 60 for Economically Weaker Sections. The general category students argue that they are being sidelined in government recruitment.

Earlier, Jammu and Kashmir Chief Minister Omar Abdullah on Friday said that the cabinet would address the issue of rationalising job reservations in its next meeting.

“A cabinet meeting will be held. We were constrained by the fact that I did not want anybody to sabotage this by going to the Election Commission because of the (model) code of conduct. Now that the code of conduct is over, the elections are over, the concerned minister will present the memo in the next cabinet meeting, and we will discuss it then,” CM Omar told reporters at the end of the two-day working committee meeting of his party on Friday November 28. Srinagar, Dec 02: The Economic Offences Wing of Crime Branch Kashmir has submitted a chargesheet in a Rs 38 lakh cheating case before the Court of the Chief Judicial Magistrate, Budgam, successfully exposing a major “gas agency fraud,” officials said on Tuesday.

In a statement, a CBK spokesperson said the Economic Offences Wing (Crime Branch Kashmir) has filed a chargesheet in Case FIR No. 21/2022 under Sections 420, 421, 467, 468, and 120-B RPC against Zahid Bashir Shagoo, son of Bashir Ahmad Shagoo, resident of Koker Bazar, Srinagar, presently residing at House No. 2, Indrabi Colony, Narbal, District Budgam, and Shugufta, wife of Zahid Bashir Shagoo, resident of Koker Bazar, Srinagar, presently residing at House No. 2, Indrabi Colony, Narbal, District Budgam. The chargesheet has been submitted before the Hon’ble Court of Chief Judicial Magistrate, Budgam.

He said the case originated from a written complaint wherein it was alleged that accused Zahid Bashir Shagoo deceitfully promised to secure a licence for the establishment of a gas agency, for which the complainant paid an amount of ₹38 lakh. It was further alleged that the accused later provided fabricated and forged documents purporting to be genuine licences. Accordingly, a Preliminary Verification was initiated by the Crime Branch Kashmir.

During the enquiry, the allegations were found to be prima facie established, revealing that the accused Zahid Bashir Shagoo, in criminal conspiracy with his wife Shugufta, grabbed lakhs of rupees from the complainant on the pretext of providing a gas agency along with extension counters. Thus they intentionally defrauded the complainant by issuing forged documents. Consequently, offences punishable under Sections 419, 420, 468, 471, and 120-B RPC were found to be made out, he added.

The spokesperson further stated that the subsequent investigation has reinforced the evidence of criminal conduct, leading to the formal filing of the chargesheet for judicial determination. However, as both accused persons are absconding, the chargesheet has been presented in absentia under Section 512 CrPC.

It is pertinent to mention that in a previous case (FIR No. 13/2018 under Sections 420, 468, 471, 120-B RPC of Police Station Crime Branch Kashmir), the accused duo had already been challaned, demonstrating a pattern of similar fraudulent activities. Furthermore, another case, FIR No. 31/2023, is under investigation against Zahid Bashir Shagoo at Police Station Economic Offences Wing of Crime Branch Kashmir. The investigation of the said case is at its final stage and is about to be concluded on merits.

Delhi’s air quality deteriorates again, slips back into ‘very poor’ category

New Delhi, Dec 02: After offering only a brief respite, Delhi’s air quality deteriorated once again on Tuesday, slipping back into the ‘very poor’ category following two days in the ‘poor’ range.

As of 6 a.m., the city’s Air Quality Index (AQI) stood at 331, according to data from the Central Pollution Control Board (CPCB), signalling a renewed rise in pollution levels across the national capital.

Several monitoring stations recorded even higher concentrations of particulate matter. Bawana reported an AQI of 387, Anand Vihar 381, Wazirpur 362, Burari 361, and RK Puram 356, all firmly within the ‘very poor’ bracket.

IGI Airport remained one of the few locations with relatively lower pollution, though its AQI of 269 still fell in the ‘poor’ category.

According to CPCB standards, an AQI between 0–50 is classified as ‘good’, 51–100 satisfactory, 101–200 moderate, 201–300 poor, 301–400 very poor, and 401–500 severe.

A noticeable layer of fog and smog blanketed prominent areas on Tuesday morning. At India Gate–Kartavya Path, the AQI hovered around 370, placing it in the ‘very poor’ zone.

Conditions were similarly concerning at MB Road in Tughlakabad, where the AQI was recorded at 302, raising alarms among residents and authorities.

Residents expressed growing frustration over deteriorating air quality.

One resident said, “The pollution has become extremely dangerous for both children and the elderly. Earlier, we used to come out at 5 a.m., but now we have to wait until 7 a.m. Our eyes burn, and we are constantly coughing. The government should take stronger action… Water sprinkling is insufficient, and vehicles are still running. More frequent sprinkling is urgently needed.”

Delhi had seen a marginal but brief improvement earlier in the week. On Sunday and Monday, the city recorded AQIs of 279 and 298, respectively.

Meanwhile, winter conditions continue to set in. The India Meteorological Department (IMD) forecast a maximum temperature of around 26 degrees Celsius and a minimum of about 7 degrees Celsius for Tuesday, indicating a steady decline in temperatures alongside worsening air quality.

Islamabad, Dec 02: With Pakistan Tehreek-e-Insaf (PTI) chief Imran Khan remaining unreachable to party leaders and even his family members, the party has announced protests outside the Islamabad High Court and Rawalpindi’s Adiala jail on Tuesday.

The demonstrations come amid the government’s decision to impose a ban on public gatherings and restrict visitation rights, escalating concerns about Khan’s condition.

Growing concern over Khan’s health and circulating rumours about his death prompted authorities to enforce Section 144 in Islamabad and Rawalpindi.

The order, signed by Deputy Commissioner Dr Hassan Waqar Cheema, places Section 144 of the Code of Criminal Procedure (Punjab Amendment) Act, 2024, in effect for three days, from December 1 to 3, according to local media reports.

The directive, dated December 1, notes an “imminent threat within the limits of District Rawalpindi” and says the restrictions aim to maintain “public safety, security, peace, and tranquillity.”

PTI leader Asad Qaiser told a leading Pakistani daily, Dawn, that opposition lawmakers from both houses of parliament would gather outside the IHC before marching to Adiala jail.

“It has been decided to hold protests because IHC has failed to implement its order and the Adiala jail administration is not willing to implement the court orders,” he said.

The conflict intensified last week when the Khyber Pakhtunkhwa Chief Minister staged a sit-in outside Adiala jail after being denied a meeting with Khan for the eighth time.

Khan’s family members have also been barred from visiting him for several weeks.

Last week, the authorities at Rawalpindi’s Adiala jail said that the PTI founder has not been transferred from prison and remains “in good health.”

In a statement on Wednesday, officials from the Rawalpindi prison said, “There is no truth to reports about his transfer from Adiala jail. He is fully healthy and receiving complete medical attention,” another leading Pakistani daily, The News International, reported.

The officials called the rumours about his health “baseless” and insisted that Imran Khan’s well-being was being ensured.

Khan, who has remained in prison since August 2023, faces multiple cases, including corruption and terrorism, since his ouster from power through a no-trust motion in 2022.

The statement of jail authorities comes as PTI has been demanding clarification from the government about rumours regarding Imran Khan, urging authorities to arrange a meeting between the PTI founder and his family. The party’s demand comes as Imran Khan’s sisters have not been allowed to meet him in recent weeks, leading them to raise questions about his whereabouts.

Washington, Dec 02: President Donald Trump convened a high-level meeting at the White House to review the next steps on Venezuela, amid heightened scrutiny over the recent US military action against the suspected drug vessels in the Caribbean, CNN reported, citing sources.

According to CNN, key members of Trump’s national security team — including War Secretary Pete Hegseth, Chairman of the Joint Chiefs of Staff Gen. Dan Caine, Secretary of State Marco Rubio, White House Chief of Staff Susie Wiles, and Deputy Chief of Staff Stephen Miller — are expected to have attended the Oval Office meeting on Monday evening (local time).

The deliberations came as the US has stepped up pressure on Venezuela through strikes on drug boats and a significant military build-up in the Caribbean under “Operation Southern Spear.” The Pentagon has deployed more than a dozen warships and around 15,000 troops to the region.

White House Press Secretary Karoline Leavitt said Trump was regularly meeting his security team on global matters, adding that it was part of his responsibility to “ensure that peace is ongoing throughout the world.”

The meeting follows heightened scrutiny over US military actions after strikes on alleged drug vessels reportedly killed over 80 people. The US is not formally at war with Venezuela, and lawmakers from both parties have demanded clarity on allegations that a second strike was ordered to kill survivors after the initial attack. CNN reported.

“If the facts are, as have been alleged, that there was a second strike specifically to kill the survivors in the water, that’s a stone-cold war crime. It’s also murder,” independent Senator Angus King of Maine told CNN.

On Monday, Leavitt identified Adm. Frank M. “Mitch” Bradley, head of US Special Operations Command, as the official who ordered the follow-up strike, asserting that he acted “well within his authority.” She said Hegseth had authorised Bradley on September 2 to carry out the kinetic action to eliminate the threat posed to the United States.

Pressed on the legal justification, Leavitt said the strike was undertaken in self-defence, was conducted in international waters, and complied with the law of armed conflict.

Trump, however, told reporters on Air Force One on Sunday that he personally “wouldn’t have wanted” a second strike and questioned whether such an order had been issued. “No. 1, I don’t know that that happened, and Pete said he did not want them — he didn’t even know what people were talking about,” he said.

Leavitt said Hegseth had spoken to concerned lawmakers and noted that Congress had received 13 bipartisan briefings on the Venezuelan operations, along with access to classified legal opinions and other documents.

The US military had carried out a follow-up strike on a suspected drug vessel operating in the Caribbean on September 2 after an initial attack did not kill everyone on board, sources familiar with the matter told CNN.

That September strike was the first in what became a regular series of attacks on alleged drug boats.

Srinagar, Dec 1: Amid apprehensions, the officials at Srinagar Development Authority (SDA) on Monday said that the organisation was only verifying the occupants of shops allotted in SDA complexes over the past many years.

Talking to Greater Kashmir, VC SDA Muhammad Rafi denied any plans to demolish shops or buildings, saying that the SDA was only verifying the occupants who were actually allotted shops in SDA buildings.

“I don’t know who is spreading this baseless news. Why would SDA demolish the shops or buildings? These are our own structures, why would we demolish these structures?” Rafi told Greater Kashmir. He said SDA was only doing the verification of occupants as there were complaints that people who were allotted shops have now illegally sold them to other people without taking prior permission from SDA.

“We are only verifying that the persons who were allotted the shops are still running them. We have received complaints that some occupants have sold these shops to other persons illegally,” he said.

VC SDA told Greater Kashmir that people allotted any shops are not allowed to make any alterations without seeking permission. But some occupants have raised another storey of the shops without taking proper permission from the SDA,” he said. Muhammad Rafi said some people are not even paying the rent on time.

“So we are only verifying the credentials of those who are presently occupying these shops. But we have no plans at all to carry any demolition drive,” he said.

He said the shopkeepers have been served the notices for making illegal alterations.

“If anyone was allotted a shop of a particular dimension, they have now modified it without seeking permission,” he said.

He said that there was no proposal or plan for carrying out any demolition. “People are unnecessarily relating it with the Jammu incident and want to sensationalise it,” he told Greater Kashmir.
