Principal GMC Baramulla restores powers of Administrative Officer

Government Medical College (GMC) Baramulla has restored the administrative functions of its Administrative Officer, directing that all personnel, establishment and procurement-related matters be routed through the Administrative Officer “with immediate effect.”

The order has been issued in supersession or partial modification of previous orders and in accordance with Government Order No. 77-JK(HME) of 2022 and signed by Bibi Rehana Kazmi, Administrative Officer GMC Baramulla after the approval of Principal GMC Baramulla. As per the order, all administrative functions falling within the jurisdiction of the Administrative Officer will henceforth be processed through the Administrative Officer’s office before being submitted to the competent authority.

Currently, GMC Baramulla has no Administrator and the powers of the post have been assigned to the Administrative Officer of the Medical College.

“The Administrative Officer wrote to me about it and the order was issued. At present only GMC Srinagar and Jammu have administrator so we have assigned the powers to Administrative Officer,” Principal GMC Baramulla, Dr Majid Jahagir told Greater Kashmir.

The order covers a wide range of subjects, including recruitment, engagements, service records, leave, attendance, hostels, estates and other administrative matters concerning both gazetted and non-gazetted employees. “Attendance reports of all employees shall be submitted through the office of the Administrative Officer for onward processing,” the order reads.

The college administration has further directed that procurement files and other administrative matters requiring examination and processing must pass through the Administrative Officer’s office before reaching the competent authority.

“The procurement and other administrative files requiring examination and processing shall be routed through the Office of the Administrative Officer before submission to the competent authority,” the order reads.

The order states that existing dealing assistants and officials will continue to function on their current assignments and that the existing distribution of work will remain unchanged. “However, all such files and correspondence shall be routed through the office of the administrative officer for scrutiny, processing and onward submission to the competent authority,” the order reads.

The GMC Baramulla administration has also specified that records pertaining to the concerned subjects will remain with the respective sections while continuing under the administrative supervision and control of the administrative officer. “All the concerned shall comply with these instructions in letter and spirit,” the order reads. The order, issued with the approval of the Principal GMC has been circulated among heads of departments, academic and accounts authorities, procurement officials and dealing assistants for immediate implementation.

Srinagar, June 6: PDP president Mehbooba Mufti on Saturday said she had spoken to Union Health Minister Jagat Prakash Nadda and urged him to expedite the ongoing construction work at AIIMS Awantipora to ensure the premier healthcare institution becomes operational without any further delay.

In a post on social media platform X, Mehbooba said the Union Health Minister assured her that the project would be completed within the stipulated timeframe.

“I spoke with Union Health Minister JP Nadda ji and requested him to expedite the ongoing work at AIIMS Awantipora so that it doesn’t get delayed any further. He was kind enough to assure me about its completion well on time,” she wrote.

The former Chief Minister said the project assumes greater significance at a time when the healthcare sector in Jammu and Kashmir is facing mounting challenges and pressure on medical infrastructure.

She acknowledged the efforts of the team executing the project, stating that workers and officials were putting in sustained efforts to meet deadlines.

“Undoubtedly, the team assigned here is toiling day and night, but given how healthcare is crumbling across J&K, it is imperative that AIIMS Awantipora is operational soon,” Mehbooba said.

She expressed hope that the institution would provide much-needed relief to patients and strengthen the delivery of quality healthcare services in the region.

AIIMS Awantipora, one of the flagship healthcare projects in Jammu and Kashmir, is expected to significantly enhance tertiary healthcare facilities, medical education and specialised treatment services once operational.

On Friday, Mehbooba visited the upcoming AIIMS site at Awantipora in J&K’s Pulwama district to “understand” its progress, with the ruling National Conference questioning her capacity to conduct the “review”.

“Some people seem to be suffering from political amnesia. They still behave as if they are in power, even though they lost office in 2018 and have since been repeatedly rejected by the people,” NC leader and Health Minister Sakina Itoo said on X.

She said the current elected government is led by Omar Abdullah, “yet, one wonders in what capacity former rulers are conducting reviews of the AIIMS Awantipora project”.

“More importantly, who is signalling them to undertake such exercises? Which power centre in Delhi is directing these actions?” Itoo asked.

The minister said it is “ironic that those because of whom the AIIMS project moved at a painfully slow pace are now trying to claim ownership of its progress”.

New Delhi, June 6: Abhijeet Dipke, founder of the online movement Cockroach Janta Party (CJP), arrived in Delhi on Saturday ahead of a planned demonstration at Jantar Mantar, and urged supporters to maintain discipline and ensure that the protest remains peaceful.

Activist Sonam Wangchuk, who has also expressed support for the protest, stated that he would undertake a six-week fast if Dipke is arrested.

In a post on X, Dipke expressed excitement about meeting supporters at Jantar Mantar and encouraged them to bring a book and the national flag. He also urged participants to offer flowers to police personnel as a “gesture of compassion and gratitude,” emphasising that the movement should be led with “love and peace.”

“Landed. Looking forward to meeting you all at Jantar Mantar. Do not forget to carry a book and our Tiranga! Offer flowers to policemen as a gesture of compassion & gratitude. We have to lead this movement with love and peace!” he said.

The protest has been organised by the CJP, a youth-led online movement that has been demanding accountability for the alleged irregularities in examinations and recruitment tests, including NEET, CBSE, CUET, and SSC examinations.

The group has also called for the resignation of Union Education Minister Dharmendra Pradhan.

Dipke, who recently returned from the United States to participate in the mobilisation, has described the campaign as a peaceful constitutional movement.

The planned demonstration at Jantar Mantar is expected to be the group’s first significant on-ground mobilisation after gaining substantial support on social media in recent weeks.

Wangchuk encouraged young participants to maintain peace and cooperate with authorities. He advised protesters to carry only essential items, such as water bottles and mobile phones, and encouraged them to bring flowers. He also mentioned that anyone found carrying weapons or suspicious objects should be reported to the police immediately.

Security has been heightened across the national capital in anticipation of the protest. Police officials indicated that additional personnel have been deployed at the Indira Gandhi International Airport, border entry points, and other sensitive locations.

According to officials, the police have not received any formal request seeking permission for the demonstration; however, they have implemented security arrangements based on information gathered through social media monitoring and other channels.

More than 1,000 police personnel have been allocated for deployment throughout New Delhi and other strategic locations as a precaution.

In the run-up to the protest, the CJP circulated guidelines urging participants to maintain non-violent conduct and avoid confrontation. Dipke’s latest appeal reiterates those instructions, emphasising respectful engagement with law enforcement personnel during the demonstration.

Police in south Kashmir’s Shopian district planted around 1,000 ornamental saplings across police establishments on Thursday to mark World Environment Day, officials said.

The plantation drive was conducted at various locations, including the District Police Office (DPO) and District Police Lines (DPL) Shopian, with officers and personnel participating in the initiative.

Senior Superintendent of Police (SSP) Shopian planted a sapling at the DPO and highlighted the importance of environmental conservation. He said protecting the environment is a shared responsibility and urged citizens and police personnel alike to contribute towards a greener and healthier future through sustained plantation and conservation efforts. The drive aimed to raise environmental awareness, enhance green cover and encourage collective action towards ecological sustainability. Senior officers also reaffirmed Shopian Police’s commitment to environmental protection and community welfare initiatives.

The Centre on Friday announced a series of reforms aimed at deepening the Government Securities (G-Sec) market, easing investment norms for foreign investors and attracting stable long-term capital inflows into the country.

The Ministry of Finance said the measures are designed to enhance ease of investment for individual Persons Resident Outside India (PROIs) and Foreign Portfolio Investors (FPIs), while strengthening India’s position as a leading global investment destination.

As announced in the Union Budget 2026-27, individual PROIs will now be allowed to invest in equity instruments of listed Indian companies through the Portfolio Investment Scheme (PIS), a facility earlier available only to NRIs and Overseas Citizens of India (OCIs). The investment limit for an individual PROI has been increased from 5 per cent to 10 per cent in a company, while the aggregate ceiling for all such investors has been raised from 10 per cent to 24 per cent.

To boost participation in Government securities, the government has expanded the Fully Accessible Route (FAR) to include new issuances of 15-year, 30-year and 40-year G-Secs, along with Sovereign Green Bonds. Restrictions relating to short-term investment, concentration and security-wise limits for FPIs under the General Route have also been removed, while overall investment caps remain unchanged.

In a major tax relief measure, the government has exempted FPIs from income tax on interest income and capital gains arising from investments in Government securities with effect from April 1, 2026.

The Finance Ministry said the reforms would simplify market access, deepen the debt market and attract long-term investors such as pension funds, insurance companies and sovereign wealth funds.

New Delhi, Jun 06: Amid concerns being raised over fire safety measures in Delhi in the wake of Malviya Nagar hotel tragedy, official figures reveal that 543 people lost their lives in fire-related accidents in the city in the last six years.

Twenty one people, mainly foreigners, lost their lives while 25 others were injured after a major fire tore through Flourish Stays B&B in a narrow bylane in south Delhi’s Malviya Nagar on Wednesday.

Nine people each were killed in recent fire incidents in Vivek Vihar and Palam areas.

According to the Delhi government data, 543 people died in fire-related accidents from the year 2019 to March 2026.

In the first half of 2026 alone, 65 deaths in fire accidents have been reported.

The number of calls received by Delhi Fire Services (DFS) also witnessed a sharp rise in the last few years.

The DFS data showed that fire claimed a total 84 lives in 2025-26, 90 in 2024-25, and 77 in 2023-24.

While 41 such deaths were reported in 2020-21, 2021-22 saw 55. However, the numbers rose again in 2022-23, when 95 people died in fire tragedies.

The highest number of deaths due to fire was reported in 2019-20: the Anaj Mandi fire, one of major fire incidents Delhi that saw the loss of 44 lives, and highest after 59 deaths in Upahar fire tragedy in 1997.

A total of 4,403 people sustained injuries in fire-related incidents between 2019 and 2025, according to the data.

It also showed that the number of emergency calls received by the Delhi Fire Services regarding fire-related incidents has risen over the years from 17,231 in 2019-20 to 20,379 in the last financial year.

US military says it shot down Iranian drones launched toward Strait of Hormuz

Chippewa Falls, June 06: The US military said it shot down four Iranian drones that were launched toward the Strait of Hormuz on Friday and then struck some of the Islamic Republic’s coastal surveillance radar sites in response, raising the risk to a shaky ceasefire as the Trump administration ramps up pressure on Iran.

“The attack drones posed an immediate threat to regional maritime traffic,” US Central Command said on social media.

The military is enforcing a blockade on Iranian ports in response to Tehran’s chokehold on the crucial corridor for global oil and natural gas shipments, which has sent energy prices spiking and posed political problems for President Donald Trump’s Republican Party ahead of the midterm congressional elections.

US Central Command said it hit the radar sites, including an island in the strait, “to defend against further attacks.”

It was the latest in back-and-forth attacks that have strained the tenuous ceasefire in the war and efforts to reach a deal to extend that truce. Earlier this week, Iranian drones heavily damaged a passenger terminal at Kuwait’s main airport, killing one person, wounding dozens and briefly closing the airfield.

Despite the attacks raising new concerns that the ceasefire could collapse, Trump told reporters Friday that “the situation with Iran seems to be going quite well.”

“We’re going to come out of Iran very quickly and it’s going to be very strong one way or the other, whether it’s a piece of paper or the very tough way,” Trump said at an event with farmers in Wisconsin. “The very tough way is maybe the easier way, but we’re going to come out, and your fertiliser prices are going to go way down, just like they were four months ago.”

Trump increasingly appears to be boxed in on a conflict that has settled into a holding pattern. US and Iranian negotiators reached a tentative agreement a week ago to extend the ceasefire by 60 days and start a new round of talks on Iran’s nuclear programme. But Trump has called for unspecified changes and Iranian officials have shown no public signs of signing off on the deal.

Asked on Friday why it was taking so long, Trump told NBC’s “Meet the Press” it was because “it’s a very hard thing for them,” citing their “great independence” and the fact that “they’re strong, they’re proud.”

“There are things they never thought they’d be doing that they’re going to have to do. They’ve got no choice, and it takes a little while,” he said in the interview.

Trump said the Iranians still have 21 per cent to 22 per cent of their missiles.

His administration also has touted the latest ceasefire agreed to this week by the Lebanese government and Israel after US-brokered talks in Washington. However, the Iranian-backed Hezbollah militant group has rejected the agreement and new attacks have put it at further risk.

The Israeli military on Friday struck multiple parts of southern Lebanon and issued evacuation warnings for nine villages, including one that has sheltered thousands of people displaced by the fighting. The strikes killed nine people in six locations in southern Lebanon, the state news agency reported.

The Israeli military said two soldiers were wounded, one severely, in an encounter Friday with militants in southern Lebanon.

The fighting in Lebanon, where Israeli forces have seized large swaths of the south, also threatens efforts to end the Iran war and reopen the Strait of Hormuz because Iran has demanded that any lasting truce extend to Lebanon.

Besides the drone interception in the Strait of Hormuz, the US military said earlier Friday that its forces boarded a sanctioned oil tanker linked to Iran in the Indian Ocean as the United States seeks to prevent Iran from profiting off its oil and other goods.

The US also targeted Iran’s energy sector with new sanctions on a group of people, firms and tankers.

The Anti-Corruption Bureau (ACB), Jammu and Kashmir, has registered a case following the outcome of a Joint Surprise Check conducted into allegations of corruption, financial irregularities, procedural violations, and abuse of official position in connection with development works executed by the Horticulture Department at Zawoora Garden, Srinagar.

As per a press release, the joint surprise check was initiated by Police Station ACB, Srinagar, to examine allegations relating to the development of the Centre of Excellence at Zawoora Garden, Srinagar. The enquiry revealed prima facie evidence of serious irregularities in the tendering and execution of works undertaken under the project.

During the verification, it surfaced that NIT was allegedly framed in a manner that lacked specific quality parameters and technical specifications, thereby creating scope for arbitrary decision-making. It was further found that the financial provisions incorporated in the tender were substantially higher than those envisaged in the approved Detailed Project Report (DPR).

The enquiry also revealed that the eligibility criteria relating to financial turnover were allegedly fixed at an unusually high threshold, despite the actual requirement being significantly lower.

This restrictive condition is alleged to have curtailed fair competition and favoured a particular bidder, said the press release.

The findings of the Joint Surprise Check prima facie indicate abuse of official position, criminal misconduct, and criminal conspiracy involving public servants and the beneficiary private firm, resulting in undue pecuniary advantage to the contractor and corresponding loss to the Government.

Accordingly, a case FIR No. 09/2026 has been registered at Police Station ACB, Srinagar, under Section 5(1)(d) read with Section 5(2) of the J&K Prevention of Corruption Act, Svt. 2006 and Section 120-B RPC against the then Director Horticulture Kashmir, members of the District Level Purchase Committee (DLPC), members of the Inspection Committee, the beneficiary contractor M/S Fruit Master Agro Fresh Pvt. Ltd., and other involved persons, the press statement added.

“Further investigation into the case has been taken up to identify the role and culpability of all concerned and to take appropriate legal action in accordance with law,” said the press release.

West Bengal’s Abhay Burman (Senior Male) and Ritu Mondal (Senior Female) set the tone for the hosts with gold medal-winning performances in the Traditional Yogasana category, sparking a remarkable run for the Indian contingent before an enthusiastic home crowd.

Burman secured India’s first gold medal of the world yogasana championships with a score of 63.42 points. He was comfortably ahead of Indonesia’s Arkan Riyanto (57.23), who claimed silver, while Uzbekistan’s Alan took home the bronze medal with 53.21 points.

PM hails India’s 100th Ramsar site as milestone in wetland conservation

Prime Minister Narendra Modi on Friday hailed India’s achievement of having 100 Ramsar sites, saying the milestone reflects the country’s unwavering commitment to protecting its natural surroundings and conserving vital wetlands.

The achievement comes with the designation of the Jai Prakash Narayan Bird Sanctuary (Surha Tal) in Ballia, Uttar Pradesh, as India’s 100th Ramsar site.

The Prime Minister said the wetland is rich in avifaunal biodiversity and attracts a large number of migratory and resident birds.

In a post on X, PM Modi described the development as a significant accomplishment in India’s environmental conservation journey and said sustained efforts to conserve and rejuvenate wetlands have been strengthened through community participation, science, innovation and awareness initiatives. He said these collective efforts are helping preserve biodiversity, maintain ecological balance and create a greener future for coming generations.

The Prime Minister noted that the growing number of Ramsar sites highlights India’s focus on protecting ecologically sensitive ecosystems while promoting sustainable development.
