Govt forms committee for uniform ReT transfer policy

Srinagar, Dec 2: The Jammu and Kashmir government on Tuesday constituted a six-member committee to formulate a transfer policy for the regularised Rehbar-e-Taleem (ReT) teachers working in the School Education Department (SED).

The move comes amid the persistent demand of the teaching fraternity, who were recruited as ReT teachers in the erstwhile SSA scheme and are now being absorbed into the department as Grade-II and Grade-III teachers.

Since the inception of the scheme in J&K in early 2000, the ReTs have continued to be posted in the schools that were their first places of posting.

Even if the teachers were shifted to other schools from their original place of postings, on an academic arrangement basis, officially, these teachers are not yet covered under any transfer policy in the department.

Over the years, these teachers were excluded during the mass reshuffle of the teaching community in the department, which, according to the teachers, was a grave injustice to them.

With the formulation of a transfer policy, these teachers will get exposure, besides learning experience as well.

The teachers said their regular reshuffle can infuse the education system with renewed energy and fresh perspectives.

“The routine transfers will not only allow us to experience diverse work environments while sharing experiences with their seniors, but will also facilitate the exchange of innovative teaching techniques as well,” a group of teachers said.

The teachers are hopeful that with the formulation of a transfer policy, their stagnation will be over and their contributions towards the department will be acknowledged.

As per the government order issued by Secretary SED, Ram Niwas Sharma, the six-member committee comprises Special Secretary SED, Additional Secretary SED, Joint Director Central SED, Joint Director Jammu SED, Deputy Secretary SED, and Under Secretary of the SED.

The committee has been constituted to examine all the issues connected with transfers, postings, and adjustments of ReTs and to formulate a comprehensive, transparent, and uniform transfer policy for regularised ReTs across J&K.

“The committee will study the existing norms regarding the transfer of regularised ReTs and will propose a uniform, need-based, and student-centric transfer policy for these teachers,” the order reads. “The proposal must ensure the rationalisation of staff, transparency, and administrative efficiency.”

The committee formulating the transfer policy will also assess the feasibility of periodic transfers, hardship postings, and tenure-based placements of these teachers.

“The committee shall submit a detailed report along with a draft transfer policy to the government within two months,” the order reads.

New Delhi, Dec 2: Union Home and Cooperation Minister Amit Shah on Tuesday said Prime Minister Narendra Modi has renamed the Prime Minister’s Office (PMO) as Sewa Tirth.

He said that for the past 11 years, PM Modi-led government has been synonymous with service, not power, where the topmost leader of power considers himself the ‘Pradhan Sewak’ and works 24 hours a day, seven days a week for the people.

In a post on microblogging site ‘X’, Shah said that in this direction, PM Modi has reiterated the resolve of service by naming the PMO as ‘Seva Tirth’.

Further, the names of Raj Bhavan and Raj Niwas are being changed to Lok Bhavan and Lok Niwas.

He said that this was an important milestone in the golden journey of building a developed and superior India in every field, keeping service and good governance paramount.

Ganderbal, Dec 2: The Department of Youth Services and Sports Ganderbal conducted Day 3 of the District Level Trekking Expedition for Boys. The day recorded strong energy, steady participation and focused discipline from all trekkers.

As per a statement issued by DYSS, the students started from the Base Camp Pahalgam and moved through the Pahalgam Zoo and the Golf Course. The route helped the students observe local wildlife and landscape. The activity helped the students build endurance, teamwork and leadership.

The programme ran under the supervision of DYSSO Ganderbal, Sheikh Shafqat Iqbal. His planning and field monitoring supported smooth conduct of the camp across all days.

The students interacted with Mount Everester Mehfooz Illahi and a senior instructor from the Jawahar Institute of Mountaineering and Winter Sports. Mehfooz Illahi shared his work, his training experience and his early challenges. The interaction motivated the trekkers to pursue sports with commitment.

The participants reported high motivation at the end of the trek. Many students shared that the camp improved their confidence and physical readiness.

The department acknowledged the contribution of all field officials who managed Day 3 operations and ensured safety and order.

Schedule of budget discussions partially modified

Jammu, Dec 2: The J&K Finance department has partially modified the schedule of discussions on the budget proposals of four departments.

“In partial modification to the schedule for budget discussions issued vide No FD-BDGT0GEN/23/2021-03-FD-(49992) dated November 24, 2025, the discussions in respect of Jal Shakti Department (PHE), Jal Shakti Department (I&FC), Revenue Department and Industries & Commerce Department have been rescheduled,” read a circular issued by the department on Tuesday.

As per the revised schedule, the discussions in respect of Jal Shakti Department (PHE), Jal Shakti Department (I&FC) will now take place jointly on December 9 instead of December 4 and 9 as earlier scheduled.

The deliberations on the budget proposals of Revenue Department, Industries & Commerce Department which were earlier scheduled to take place on December 2 and 1, will now be held on December 17, 2025.

New Delhi, Dec 02: A high-level delegation of the Jammu and Kashmir Bharatiya Janata Party today called on Union Minister for Health & Family Welfare J P Nadda in New Delhi to discuss the growing concerns over the recent MBBS admissions at Shri Mata Vaishno Devi Institute of Medical Excellence (SMVDIME), Katra, an institution run by the Shri Mama Vaishno Devi Shrine Board.

The delegation comprised Union MoS (PMO) Dr Jitendra Singh, J&K BJP President & MP (Rajya Sabha) Sat Sharma, Leader of Opposition Sunil Sharma, MPs Jugal Kishore Sharma and Ghulam Ali Khatana, and MLAs Dr. Devinder Manyal, Sham Lal Sharma and R. S. Pathania.

The leaders apprised the Union Minister of the widespread public concern and emotional disquiet over the composition of the first batch of MBBS admissions, which has led to deep unease among devotees, stakeholders and civil society groups associated with the Shrine and its institutions.

The delegation further informed that multiple social and religious organisations have initiated peaceful protests, seeking transparency and clarity in the admission process, and cautioned that if left unresolved, the issue could escalate into a wider public agitation, disturbing the otherwise peaceful atmosphere of the region.

While reiterating full faith in the constitutional, merit-based and legally mandated framework of medical admissions, the delegation identified three core issues that lie at the root of the current controversy – the chronology in which the Medical College was sanctioned, planned and pushed through various stages of approval has also come under scrutiny, enactment of Shri Mata Vaishno Devi Shrine Board Act, Shri Mata Vaishno Devi University Act.

In this context, the delegation urged the Union Health Minister to appreciate the extraordinary sensitivity, emotional quotient and spiritual significance related to the Shrine and its institutions, and to intervene in a manner that balances constitutional values, legal compliance and public trust.

They appealed for a comprehensive review of the entire process, increased transparency and consideration of mechanisms that can restore confidence among devotees and stakeholders, while remaining fully aligned with national medical education norms.

Union Health Minister J P Nadda gave the delegation a patient and detailed hearing and assured them that the matter would be examined with due seriousness, sensitivity and in strict adherence to established norms and laws. He assured that all relevant aspects would be looked into and appropriate steps taken to address the concerns raised.

The Jammu and Kashmir BJP leaders expressed confidence that the Union Government will act in a timely, fair, balanced and lawful manner to arrive at an outcome that is both just and acceptable to the people.

NIA special court extends police custody of Red Fort blast accused Amir Rashid Ali for 7 more days

New Delhi, Dec 02: A Delhi court on Tuesday extended the police custody of Amir Rashid Ali, a Jammu and Kashmir resident accused of facilitating the Red Fort blast, for seven more days.

On November 26, he was sent to a seven-day NIA custody ahead of the expiry of his 10-day remand on November 27.

Ali, arrested on November 16 in connection with the Red Fort blast, was produced before the Principal District and Sessions Judge Anju Bajaj Chandna on Tuesday.

The NIA has previously arrested seven people associated with this case. The matter is linked to a “white collar” terror module that was unearthed by the Jammu and Kashmir police.

On November 10, 15 people were killed in an explosion near Red Fort in Delhi. More than two dozen people were injured in the blast caused by an Improvised Explosive Device (IED) inside a Hyundai i20 car driven by an alleged suicide bomber, Umar Un Nabi. The car was found to be registered under the name of Amir Rashid Ali.

“Amir had come to Delhi to facilitate the purchase of the car which was eventually used as a vehicle-borne Improvised Explosive Device to trigger the blast”, the NIA had previously disclosed in a statement.

The agency had confirmed the identity of the deceased driver to be Umar Un Nabi, a resident of Pulwama district and Assistant Professor in the General Medicine department of Al-Falah University, Faridabad.

The agency has also seized another vehicle belonging to Nabi that is currently being examined for evidence in the case. The NIA has so far examined 73 witnesses, including those injured in the blast.

New Delhi, Dec 02: The Supreme Court on Tuesday sharply questioned the legal status of Rohingyas living in India and asked whether “intruders” should be given a “red carpet welcome” while the country’s own citizens grapple with poverty.

A bench comprising Chief Justice Surya Kant and Justice Joymalya Bagchi made sharp observations while hearing a habeas corpus (bring the person) petition filed by rights activist Rita Manchanda alleging disappearance of few Rohingyas from the custody of authorities here.

Now, the hearing in the case has been adjourned to December 16.

The counsel alleged certain Rohingyas were picked up by Delhi Police in May and there was no information about their whereabouts.

“If they do not have legal status to stay in India, and you are an intruder, we have a very sensitive border in the north India side. If an intruder comes, do we give them a red carpet welcome saying we would like to give you all facilities” the CJI asked, adding, “What is the problem in sending them back.”

He said India is a country with a lot of poor people, and we should rather focus on them.

“First you enter, you cross the border illegally. You dug a tunnel or crossed the fence and entered India illegally. Then you say, now that I have entered, your laws must apply to me and say, I am entitled to food, I am entitled to shelter, my children are entitled to education. Do we want to stretch the law like this,” the CJI asked.

The petitioner referred to an apex court order of 2020 in which it was said that Rohingyas must be deported only according to procedure.

“We also have poor people in the country. They are citizens. Are they not entitled to certain benefits and amenities? Why not concentrate on them? It is true, even if somebody has entered illegally, we should not subject them to third-degree methods…You are asking writ of habeas to bring them back,” CJI Kant asked.

The bench said if repatriation is sought then it may give rise to “logistical issues”.

Solicitor General Tushar Mehta, appearing for the Centre, said the plea has not been filed by an affected person and the petitioner has no locus to file such a plea.

On July 31, the top court, while hearing a batch of pleas concerning Rohingyas in the country, had said the first major issue to be dealt with in cases concerning Rohingyas is whether they are refugees or illegal entrants.

It said once that is decided, the other issues might be consequential.

“The first major issue is simple, are they refugees or illegal entrants,” Justice Kant observed.

The bench took note of the broad issues that arose for its consideration in the pleas relating to Rohingyas.

“Whether the Rohingyas are entitled to be declared as refugees? If so, what protections, privileges or rights are they entitled to,” the bench asked.

It said the second issue is if the Rohingyas are not refugees and are illegal entrants, whether the action of the Centre and states in deporting them was justified.

“Even if the Rohingyas have been held to be illegal entrants, can they be detained indefinitely or they are entitled to be released on bail, subject to such conditions as the court may deem fit to be imposed,” it asked.

The court said the other issue raised in the petitions is whether the Rohingyas, who have not been detained and are living in refugee camps, have been provided basic amenities like drinking water, sanitation and education.

“If the Rohingyas are illegal entrants, whether the government of India and the states are obligated to deport them in accordance with law,” it noted.

The bench segregated the pleas in three groups — one relating to Rohingyas, another not pertaining to the issue of Rohingyas and one plea that it said pertains to a different matter altogether.

It said the three groups of matters would be determined separately and it would fix those for hearing on consecutive Wednesdays.

The bench indicated that on the point of those who were found to be illegal entrants and on the question of the State’s responsibility to deport them, it could only lay down the principles.

On May 16, the apex court had rapped some petitioners who had claimed that 43 Rohingya refugees, including women and children, were dropped in the Andaman sea for deportation to Myanmar and said “when the country is passing through a difficult time, you come out with fanciful ideas”.

It had questioned the authenticity of the material placed before it by petitioner Mohammad Ismail and others and refused to stay any further deportation of Rohingyas, saying a similar relief was denied by the court earlier.

On May 8, the top court had said if the Rohingya refugees in the country were found to be foreigners under Indian laws, they would have to be deported.

The court had then referred to its earlier order and remarked that the identity cards issued by the United Nations High Commissioner for Refugees (UNHCR) may not be of any help to them under the laws.
