Parliament today: Budget session resumes, key reports to be discussed

New Delhi, July 21: The Monsoon Session of Parliament is set to begin today on a stormy note with Opposition INDIA bloc gearing to corner Prime Minister Narendra Modi led Centre on several key issues, including Pahalgam terror attack, Operation Sindoor, Bihar Special Intensive Revision (SIR) and Air India (AI) 171 crash.

The opposition is also likely to corner the government on United States President Donald Trump’s repeated claims of brokering peace between India and Pakistan during Operation Sindoor.

This is the first session of Parliament being held after Operation Sindoor, India’s precision strike on terror camps in the aftermath of the deadly Pahalgam terror attack, which killed 26 people. Earlier, the Opposition had demanded that the Centre convene a special session of Parliament in the wake of Operation Sindoor.

The INDIA bloc will demand justice for the victims and question the government’s handling of the attack.

MPs are also expected to raise questions regarding the aviation sector, including on passenger safety, Inspection of 787 Dreamliner aircraft, the safety measures and audits taken up by the Directorate General of Civil Aviation (DGCA).

According to the list of business of Lok Sabha, Union Ministers Gajendra Singh Shekhawat, Arjun Ram Meghwal, Jayant Chaudhary, Pankaj Chaudhary, Kirti Vardhan Singh, Raksha Khadse and Sukanta Majumdar are set to table papers related to their respective ministries in Lok Sabha.

MP Supriya Sule will present the Report of the Select Committee on the Income-Tax Bill, 2025. She will also lay on the Table, a copy of the record of evidence given before the Select Committee on the Income-Tax Bill, 2025.

As per the list of business, the Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2024 will be moved by Union Minister Arjun Ram Meghwal for consideration and passing in the Lok Sabha.

The Monsoon Session 2025 has 21 sittings over a period of 32 days.

Tentatively, 17 items of legislative and other business have been identified for being taken up during this session, according to Union Parliamentary Minister Kiren Rijiju.

According to the list of business of Rajya Sabha, Rashtriya Janata Dal RJD) Rajya Sabha MP Manoj Kumar Jha has asked the Union Minister of Civil Aviation regarding the DGCA safety audits and measures undertaken after any safety violations.

The list of business says that Jha has asked the union minister for the number of safety and maintenance inspections conducted by the DGCA in the last three years, the number of irregularities identified during that that, and the action taken against airlines for non-compliance with safety norms.

Jha has also asked any measures undertaken by the government to enhance aviation safety, “in the wake of recent concerns related to aircraft maintenance and operational standards.”
Aam Aadmi Party MP Sandeep Kumar Pathak also raised the question regarding passenger safety in airlines.

Bharatiya Janata Party (BJP) MP Ashokrao Shakarrao Chavan has asked for data on checks and inspections being conducted of all the 787 Dreamliner aircraft, the same model as the AI 171 aircraft.

Parliament will also consider a resolution seeking approval for the extension of President’s Rule in Manipur, which was imposed on February 13, 2025, under Article 356(1) of the Constitution.
Both houses of Parliament will also be doing obituary references for their former members.
The upper house will also give birthday greetings to Rajya Sabha’s Leader of Opposition and Congress President Mallikarjun Kharge.

The monsoon session will continue on August 21, with a break from August 12 to August 18. There will be a total of 21 sittings across 32 days.

3.1 magnitude earthquake hits Kishtwar in J&K

Jammu, July 21: An earthquake hit Jammu and Kashmir’s Kishtwar district in the early hours of Thursday, officials said. There were no reports of any loss of life or damage to property, they said.

The earthquake, with its epicentre near Kishtwar and a magnitude of 3.1, occurred at 1.36 am on Monday, the National Centre for Seismology said.

The depth of the earthquake was 10 km below the surface at latitude, 33.17 degrees north and longitude 75.87 degrees east, it said.

Thiruvananthapuram, July 21: Amid rising tensions within the Congress party, senior leader and former Union Minister K. Muraleedharan on Sunday declared that Shashi Tharoor would no longer be invited to any party programme in Thiruvananthapuram unless he alters his stance on key national security issues.

His remarks have further exposed the widening rift between Tharoor and the party’s Kerala leadership.

Speaking to reporters, Muraleedharan said, “Till he (Tharoor) changes his stance, we will not invite him to any party programme held in Thiruvananthapuram. He is not with us, so there is no question of him boycotting an event.”

The Congress Working Committee (CWC) member was, according to Muraleedharan, “no longer considered one of us.”

The senior leader’s statement comes at a critical juncture, with the Congress and the INDIA bloc preparing to confront the Modi government in the upcoming Monsoon Session of Parliament.

They are expected to highlight what they term a “security lapse” in the Pahalgam terror attacks and question the outcomes of the government’s high-profile Operation Sindoor.

Tharoor, who had led an all-party delegation to the Americas as part of Operation Sindoor, had earlier said at a public event in Kochi that national interest must come before partisan politics.

“We must always put the country first. Political parties exist to make countries better,” he said.

Tharoor’s position — including expressions of support for the armed forces and the central government on national security — has drawn sharp criticism from within his own party.

“Many have attacked me for putting the nation first. But I will stand my ground because I believe this is the right thing to do for the country,” Tharoor asserted, defending his stand.

However, his remarks have not gone down well with senior Congress leaders, including Muraleedharan, who recently criticised Tharoor for sharing a survey that projected him as the most preferred Chief Ministerial face of the UDF.

“He should first decide which party he belongs to,” Muraleedharan retorted. Adding to the tensions, Tharoor’s recent article criticising the late Indira Gandhi’s handling of the Emergency in a Malayalam daily had also sparked backlash within party ranks.

Calling for clarity, Muraleedharan said, “If he feels constrained within the Congress, he should choose a clear political path.”

The feud has now become a full-blown internal crisis, raising questions about Tharoor’s future in the party and further complicating Congress’s unity efforts in Kerala ahead of the 2026 Assembly elections.

Police foil Congress’ march to Raj Bhawan

Jammu, Jul 20: Police Sunday foiled Congress’ march to Raj Bhawan Jammu, over J&K statehood issue, by briefly detaining Jammu and Kashmir Pradesh Congress Committee (JKPCC) president Tariq Hameed Karra and other senior leaders.

All Congress leaders, including Congress Legislature Party (CLP) leader and former minister G A Mir and JKPCC working president and former minister Raman Bhalla, who were taken into custody (preventive detention) by the Police and shifted to District Police Lines (DPL) Gandhi Nagar, were released by the Police after an hour or so.

Earlier Congress workers, led by JKPCC president, had assembled at party headquarters for the scheduled march to Raj Bhawan from Shaheedi Chowk, Jammu as part of party’s “Hamari Riyasat, Hamara Haq” movement, seeking restoration of statehood.

As they began their protest march from Congress headquarter Jammu, the police, deployed in good strength, tried to stop them at Shaheedi Chowk. This led to scuffle with the Police as the protestors tried to break the barricades and marched towards Residency Road and Raghunath Bazar.

A large number of workers and leaders, who pushed their way towards Residency Road, were boarded in the waiting police buses and taken to DPL Jammu while Karra and few others, who succeeded to reach Raghunath Bazar Chowk, were later taken into detention.

Besides, Karra, Mir and Bhalla, former minister Chowdhary Lal Singh, AICC secretaries Shah Nawaz Chaudhary, Neeraj Kundan and senior leaders Balwan Singh, Mula Ram, Ravinder Sharma, Yogesh Sawhney, MLA Iftikhar Ahmed, Naresh Gupta, Balbir Singh, Indu Pawar, Manmohan Singh, Hari Singh Chib, T S Tony, ex legislators; DCC presidents; frontal heads; ex Corporators and Mahila Congress leaders were also taken into custody by the Police briefly.

Later, talking to reporters, Karra lashed out at the Modi government for, what he alleged, “delaying and denying legitimate demand of full statehood as promised to the people of Jammu and Kashmir by the Centre on multiple occasions and directed by the Supreme Court.”

He said the Congress party was determined to fight for the rights and aspirations of the people; for the identity and status and to safeguard the rights to land, jobs and natural resources.

“We are not on the roads to spread unrest. We only wanted to submit representation to the Prime Minister through LG. Use of force cannot deter our spirits. Congress party is at the forefront both in J&K UT and at national level. Our leaders Mallikarjun Kharge and Rahul Gandhi have reminded the Prime Minister of the promise of the central government to grant full statehood and it has the backing of I.N.D.I.A, block,” he said.

Karra announced to go ahead with the scheduled “Chalo Delhi Chalo” call of the party for July 21 afternoon as part of “Parliament gherao” march.

Mir criticized the police administration for stopping the peaceful march of the party first in Srinagar on Saturday and in Jammu on Sunday. He also took strong notice of the placing of barbed wire before the barricade which posed great danger to peaceful protestors.

Mir said that the central government promised statehood on a number of occasions during the last six years. “But now it is silent, causing unrest amongst people,” he said. He expressed gratitude to the Congress leadership for taking up the demand at this crucial time when the monsoon session of Parliament would begin on Monday, July 21, 2025.

Srinagar, Jul 20: National Conference (NC) leader and MLA Bijbehara Dr Bashir Ahmad Veeri today conducted a comprehensive public outreach programme in Sirhama, a press release saide.

He met with residents from Adlash, Looser, Trail, Pethnambal, Sakhdas, Pethnu, Hunmanpora, and Srigufwara. He was accompanied by senior officials from the Public Health Engineering (PHE) department to listen to the concerns and grievances of the locals.

In a continued effort to assess on-ground issues, Dr Veeri also visited Poshkreeri, where he interacted with villagers from Bewora, Darigund, Hugam, Vidaay, and Hatigam. The visit aimed at ensuring that development projects and basic amenities, especially water supply, are being delivered effectively.

During the visit, NC MLA inspected the Water Supply Scheme at Dachigam, a major source of potable water for many areas of the constituency. He further reviewed the functioning of the Water Supply Scheme at Poshkreeri to ensure its efficiency and coverage.

MP Khatana urges Muslims to participate in nation building

Mumbai, Jul 20: Rajya Sabha MP Gulam Ali Khatana on Sunday called upon the Muslim community to join the national mainstream and actively contribute to India’s developmental journey, describing the present era as the country’s Amrit Kaal.

According to a press release he was speaking at a seminar titled “Viksit Bharat and the Future of Muslims in India” organised by the Positive Thought Foundation at Islam Gymkhana, Mumbai. Khatana said Muslims must reassert their legacy as contributors to India’s growth and knowledge traditions.

“Muslims have historically been problem-solvers and contributors to society. But today, we must ask ourselves: who associated us with backwardness and stereotypes over the last seventy years,” he said, urging the community to shed narratives of victimhood and embrace participation, progress, and purpose.

Highlighting Prime Minister Narendra Modi’s vision of inclusive development, Khatana said the government is committed to “Sabka Saath, Sabka Vikas, Sabka Vishwas, aur Sabka Prayas.”

Referring to the values practiced during the time of Prophet Muhammad (SAW) , he said, “The spirit of justice, compassion, and civic responsibility must once again be part of our everyday lives. These are the values that shaped civilisations.”

The seminar witnessed participation from scholars, youth, and civil society members. Discussions centred on the role of Indian Muslims in building a modern, progressive, and united Bharat.

Khatana also encouraged Muslim youth to focus on education, entrepreneurship, and civic engagement. “India’s strength lies in its diversity. Our future requires the active involvement of every community,” he said.

The event concluded with a pledge to promote communal harmony, value-based leadership, and collective national progress.

PHDCCI, HRAK seek immediate direct bus service from Jammu to Kakryal

Jammu, Jul 20: PHD Chamber of Commerce and Industry (PHDCCI) Jammu region chapter and Hotel and Restaurant Association Katra (HRAK) have demanded immediate direct bus service from Jammu to Kakryal.

Chairman PHDCCI Jammu region and president HRAK Rakesh Wazir, in a joint meeting held here in Jammu on Sunday, raised this demand stating that in its (direct bus service’s) absence, daily commuters were forced to switch two to three vehicles to reach Narayana Hospital and Shri Mata Vaishno Devi University (SMVDU).

Wazir, while speaking on the occasion, said that while the government continued to promote slogans like “Healthcare for all” and “Education at every doorstep”, the ground reality depicted a different story.

“Just 45 kilometers away from Jammu, Kakryal, home to two of the region’s most important institutions i.e., Shri Mata Vaishno Devi Narayana Super Speciality Hospital and SMVD University are still not connected to Jammu by any direct public bus service and as a result commuters, including poor patients and university students, are compelled to change at least two to three different vehicles daily to reach their destination – a situation that has remained unchanged for years,” he pointed out.

Shyam Lal Kesar, chairman HRAK, while speaking on the occasion, said that every day, hundreds of patients, many of them from underprivileged backgrounds using the Ayushman Bharat health scheme, travelled to Narayana Hospital for treatment.

“Ironically, their struggle begins not at the hospital gate, but on the road to it. First, they take a local bus or matador from Jammu to Domel, followed by a mini-bus towards Katra, and then finally another mini-bus to Kakryal. This inconvenient and tiring journey becomes even more painful when a patient is elderly, disabled, or in critical condition,” Kesar said.

He said, “Currently, this entire route is operated by only 3–4 minibuses, with irregular timing and excessive crowding. Many patients are forced to stand throughout the journey.”

He questioned, “Can a heart patient stand through three bumpy mini-bus rides just to reach the hospital?

Kesar pointed out that the students studying at SMVD University were also facing severe transport challenges. Those coming from Jammu, Samba, and Kathua had no choice but to take multiple connecting vehicles every day.

“Students report that this exhausting commute saps their energy before classes even begin, and ultimately hampers their academic performance. Even university staff and faculty are not spared from this logistical hardship,” he said.

Virender Kesar, senior vice president HRAK, while addressing the meeting, suggested that keeping in view the difficulties of people an immediate launch of a dedicated daily bus service from Jammu to Kakryal with routes like Ambphalla, Panjtirthi, Sidhra Bypass, Domel and Kakryal (SMVDU and Narayana Hospital) with departure at 7.30 am and 3.30 pm and return from Kakryal to Jammu at 9.15 am and 5.30 pm respectively be started and likewise direct bus service from Katra to Kakryal too should be started.

The meeting among others was attended by Ajay Kotwal, Vivek Sharma, Sudershan Sharma and Ramneek Nawada.

Srinagar, Jul 20: The Lieutenant Governor of Ladakh UT, Kavinder Gupta, Sunday met former LG of Ladakh, Brigadier (Dr) BD Mishra (Retd.) at his residence in New Delhi.

Sources said that during the cordial meeting, Lt Governor Kavinder Gupta greeted the former LG for his birthday and extended his warm wishes for his good health and long life.

He also acknowledged the commendable efforts and dedicated service of Brig Mishra during his tenure as the Lieutenant Governor of Ladakh. New Delhi, Jul 20: That women were always under-represented in the Lok Sabha is a known fact, but Muslim women members have been a greater rarity with only 18 making it to the Lower House since independence, according to a new book.

And while dynastic politics may not be conducive for democracy to deepen its roots, it has played a positive part in giving chances to Muslim women, with 13 out of the 18 being from political families.

From royalty to a tea vendor-turned-politician’s wife and from a first lady to a Bengali actress, the 18 Muslim women who treaded the hallowed corridors of power in the Lok Sabha are an eclectic mix, with each of them having an interesting backstory, but one common thread — their path to power was always strewn with struggle and hurdles.
