Jammu, Oct 26: BJP general secretary in-charge of Jammu and Kashmir, Tarun Chugh, on Sunday launched a scathing attack on the National Conference government as he joined campaigning for party candidate Devyani Rana in November 11 Nagrota assembly bypoll.

He slammed Chief Minister Omar Abdullah-led government for its “appalling failure” in keeping the electoral promises.

“Abdullah government’s performance would be the darkest chapter in the history of J&K during which the Abdullah family could deliver nothing for the people,” Chugh said while addressing a public meeting in support of the BJP candidate.

He called upon the party workers to work diligently for the success of Rana while paying a rich tribute to her father Devendra Rana, whose untimely demise necessitated the by-election.

Chugh claimed that the Abdullah government was completely a “disappointment for people” of the Union Territory.

Under the visionary leadership of Prime Minister Narendra Modi, many milestones have been touched in J&K which is testified by the increasing popularity of the BJP in the UT.

“It is time for people in J&K to turn the tables on the NC government and deliver a decisive mandate in favour of the BJP,” he said.

Supplementary randomisation of EVMs conducted in Budgam

Budgam, Oct 26: In connection with the upcoming Bye-Election to 27–Assembly Constituency Budgam, the Supplementary Randomisation of EVMs was today conducted at Budgam under the supervision of the District Election Officer (DEO) Budgam, Dr. Bilal Mohi-ud-Din Bhat.

The randomisation was carried out using the EVM Management System (EMS) developed by the Election Commission of India, in accordance with the guidelines laid down in the Manual on Electronic Voting Machines (EVMs).

The exercise was conducted in the presence of representatives of National and State Recognised Political Parties, ensuring complete transparency and adherence to the prescribed procedures.

During this supplementary randomisation, 240 Ballot Units (BUs) were randomly selected for deployment. As the number of contesting candidates in the constituency has increased to 17, two Ballot Units will be used in each polling station during the upcoming bye-election.

Following the completion of the randomisation process, the constituency-wise lists of EVMs were generated and shared with all the National and State Recognised Political Parties such as, Bharatiya Janata Party (BJP), Communist Party of India (Marxist), Indian National Congress, Jammu & Kashmir National Conference, and Jammu & Kashmir Peoples Democratic Party (PDP) at the district headquarters.

Besides, political parties, RO to 27-AC budgam, Dy.DEO budgam , DIO informatics and concerned concerned officers were present.

These EVMs will subsequently be handed over to the Returning Officer/Assistant Returning Officer concerned for use in the polling process and will be stored securely in the designated Assembly Strong Room in the presence of representatives of recognised political parties.

After the finalization of the list of contesting candidates, the details of first randomized EVMs will also be shared with all the contesting candidates.

The entire process was conducted in a transparent, fair, and systematic manner as per the Election Commission of India’s guidelines to ensure credibility and confidence in the electoral process.

Srinagar, Oct 26: The Jammu and Kashmir Police on Sunday attached a double-storey residential house valued at Rs 1881347, with a plinth area of 944.58 sq. ft. under Survey No. 259 min, belonging to Bilal Ahmad Sheikh, resident of Urpora Nagbal in south Kashmir’s Shopian.

An official said that the property has been found to be acquired using money obtained through the sale of illegal drugs and narcotics. He said the accused has been previously involved in multiple NDPS cases, including FIR No. 126/2021, 80/2024 and 62/2025 of Police Station Zainapora.

The attachment process, according to an official was executed in the presence of a duly constituted police team, Executive Magistrate, Lambardar and Chowkidar, ensuring full compliance with all legal protocols.

Police reiterated its commitment to enforcing the law against narcotics-related offences and appealed to the public to report any information regarding drug-related activities.

New Delhi, Oct 26: President Droupadi Murmu on Sunday inaugurated Yashoda Medicity at Indirapuram in Ghaziabad, Uttar Pradesh.

Speaking at the event, the President said that healthcare plays a vital role in nation-building and that protecting people’s health must remain a top priority for both the government and the private sector.

The President noted that India’s healthcare infrastructure, institutions, and services are being continuously strengthened across the country to ensure that every citizen has access to quality medical care.

President Murmu said such efforts are essential for building a healthy and developed India.

“Healthcare is an integral part of nation-building. Protecting people from disease and improving their health is a priority for the government,” the President said.

“For this purpose, health and medical infrastructure, institutions, and services are being continuously expanded across the country,” President Murmu added.

Emphasising the contribution of the private sector, President Murmu said that good private healthcare institutions can make an invaluable contribution to achieving national health goals.

The President expressed confidence that Yashoda Medicity would bring transformative changes to the healthcare sector and serve as a model of quality and affordable medical care.

Recalling the role of Yashoda Hospital during the COVID-19 pandemic, the President appreciated its efforts in treating a large number of patients and supporting government health initiatives like the National TB Elimination Programme.

President Murmu urged the hospital to extend its participation to national campaigns for the eradication of sickle cell anaemia and to promote medical research, especially in the treatment of cancer, through collaborations with other institutions.

President Murmu also stressed that healthcare institutions should see social responsibility as equally important as medical responsibility.

The President said Yashoda Medicity’s mission of providing “affordable world-class healthcare services to all” reflects this spirit.

Concluding her address, the President expressed confidence that with strong cooperation between the private and public sectors, India would continue to enhance its reputation as a global destination for quality healthcare.

Srinagar, Oct 26: The losing candidate of National Conference in Rajya Sabha polls, Imran Nabi Dar, on Sunday said some MLAs, who publicly promised to support the “secular forces” against the BJP, have backstabbed his party in the elections.

He claimed that while the NC knew the MLAs who helped the BJP win the fourth seat, they will be exposed at the right time.

“Unfortunately and shamefully, those who promised to support the secular forces from J&K chose to backstab us and the mandate that the people had given them. They stand exposed today. Their true nature and allegiance is for all to see,” Dar said in a post on X.

“Much is being talked and written about how we lost the seat. We tried, and tried our best, but failed to see the Trojan Horse,” he added.

Dar expressed hope that BJP’s winning candidate will rise above party politics and work for people of Jammu and Kashmir.

“I hope against hope that the BJP MP Sat Sharma, who was elected to RS by connivance and behind door deals, leaves behind his blotched past, his hatred for Muslims and support to criminals, and his party’s communal ideology behind and puts in some efforts for the people of J-K,” he said.

Dar thanked NC president Farooq Abdullah, Chief Minister Omar Abdullah and other party leaders for putting him up as a candidate for the Rajya Sabha seat.

“Congratulations to my party colleagues Choudary Ramzaan Sb, Sajjad Kichloo Sb, @oberoi_shammi ji on being elected as RS members. I am sure they will be the voice of voiceless people of J&K in RS,” he said. “I am thankful to all @JKNC_ MLA’s, Alliance partners who voted in my favour.”

Pak holds talks with Afghanistan in Turkiye, warns war still possible if deliberations fail

Islamabad, Oct 26: Pakistan and Afghanistan held the second round of talks in Istanbul to establish a joint monitoring and oversight mechanism to curb terrorist movements across the border even as Islamabad warned that war was still an option if talks failed to address its chief concern about terrorism.

Dozens of soldiers, civilians and terrorists were killed in clashes earlier this month, creating a war like situation but peace was restored temporarily on October 19 after the two sides held talks — facilitated by Qatar and Turkey — in Doha.

As agreed in Doha, the second round of talks between Pakistan and the Afghan Taliban was held on Saturday in Istanbul, Turkiye.

Radio Pakistan quoted official sources saying that the discussions were focused on establishing a joint monitoring and oversight mechanism to curb cross-border terrorist movements and addressing trade barriers.

The two sides also explored the possibility of reaching a long-term political understanding.

Geo News reported that Pakistan handed over a comprehensive counterterrorism plan to the Afghan Taliban during the second round of talks between the two sides.

Separately, Defence Minister Khawaja Asif, speaking to reporters in his home town of Sialkot, warned of an “all-out war” with the Afghan Taliban regime if the talks failed, adding that the outcome of the negotiations would be known by tomorrow, if not today.

The defence minister noted that no hostilities had occurred along the border over the past four to five days, stating that 80 per cent of the points agreed between the two countries during the first round of talks in Doha were being implemented.

He hoped that Pakistan and Afghanistan would agree to a deal that would ensure long-lasting peace in the region. Recalling the first round of talks, which he led, the defence minister said that he felt an urge for peace during the negotiations.

However, he regretted that Afghans backed terrorism in Pakistan, despite the country having hosted them for more than four decades.

Earlier, the Foreign Office spokesperson, Tahir Andrabi, confirmed in a statement on Friday that the agreed talks would go ahead as per plan.

“Pakistan also looks forward to the establishment of a concrete and verifiable monitoring mechanism in the next meeting to be hosted by Turkiye in Istanbul on October 25, 2025 to address the menace of terrorism emanating from Afghan soil towards Pakistan and prevent any further loss of life of Pakistanis,” he said.

Andrabi highlighted that Pakistan has demanded action against Tehreek-e-Taliban Pakistan (TTP) and Balochistan Liberation Army (BLA).

Separately, Afghan interim administration spokesman Zabihullah Mujahid had said that the Afghan delegation will be led by Mawlawi Rahmatullah Najeeb, deputy minister at the Ministry of Interior.

“The remaining issues (with Pakistan) will be discussed in the meeting,” Mujahid said on X.

Pakistan has suffered a resurgent militant onslaught following the takeover of Kabul by Taliban in 2021. It tried to persuade the interim Taliban government to rein in the TTP rebels but with little consequence.

The widening mistrust resulted in clashes along the 2,611-kilometre long border known as the Durand Line, which Afghanistan refuses to recognise.

Srinagar, Oct 26: Senior National Conference (NC) leader and Member of Parliament from Anantnag-Rajouri constituency, Mian Altaf Ahmad Larvi on Sunday said that no meaningful political or administrative progress has taken place in Jammu and Kashmir since the formation of the new government.

“There have been no positive steps on political issues in J&K since this government took charge,” Larvi said, while speaking at the 4th Halla Bolle Conclave at Radisson Collection, Srinagar, hinting at his support for fellow party leader Aga Syed Ruhullah Mehdi’s criticism over the NC government’s failure in upholding its 2024 poll promises.

As per the news agency—Kashmir News Observer (KNO), he said that Chief Minister Omar Abdullah should introspect and focus on governance rather than rhetoric. “It will be wrong if I say Omar Sahib is on the right track—that would be deceiving him. He must see what rights and limits he has and how he can better serve the people who elected him,” Larvi said.

The NC MP said Kashmir’s political leadership has become consumed by debates over who aligns with or opposes the BJP, while people’s concerns remain ignored. “The Chief Minister should be the one talking about the people’s welfare,” he said.

Criticising the government for failing to start recruitment drives, Larvi said thousands of educated youth in J&K are growing hopeless. “Many have postgraduate and PhD degrees, but there has been no recruitment yet. The process should have started from day one with advertisements issued to recruitment agencies,” he said, adding that it is the duty of elected representatives to raise public issues and fight for their rights.

Reacting to Chief Minister Omar Abdullah’s remarks on smart meter installation, Larvi said, “It would be better for Omar Sahib to speak thoughtfully and with understanding.”

On the Deputy Chief Minister’s comments targeting Aga Ruhullah, Larvi remarked, “Everyone knows who Aga Ruhullah is. Anyone speaking against him will not harm his credibility.”—(KNO)

Kuala Lumpur, Oct 26: Timor-Leste became the 11th member of the Association of Southeast Asian Nations (ASEAN) during the 47th ASEAN Summit in Malaysia’s Kuala Lumpur on Sunday.

Timor-Leste applied for ASEAN membership in 2011. In 2022, the group’s leaders agreed in principle to include Timor-Leste as a member state, granting it Observer Status in ASEAN meetings. This was followed by the adoption of the Roadmap for Timor-Leste’s Full Membership in 2023, which guided its preparations to meet ASEAN’s membership criteria, including accession to ASEAN legal instruments and participation in meetings across all three ASEAN Community pillars.

In a statement, ASEAN stated, “In a historic occasion for the region, the Signing of the Declaration on the Admission of Timor-Leste into ASEAN took place at the Opening Ceremony of the 47th ASEAN Summits and Related Summits, held on 26 October 2025. The Declaration was signed by ASEAN Leaders together with the Prime Minister of Timor-Leste, marking the ASEAN Leaders’ consent to accept Timor-Leste as the 11th Member State of ASEAN. This achievement is the result of years of close cooperation between ASEAN and Timor-Leste.”

Timor-Leste’s Prime Minister Xanana Gusmao joined the ASEAN leaders for the signing of documents confirming the nation’s inclusion in the bloc. The leaders then posed for a family picture. This is the first expansion in the group since 1999.

The ASEAN was established in Thailand’s Bangkok in 1967, with the signing of the ASEAN Declaration (Bangkok Declaration) by the Founding Fathers of ASEAN: Indonesia, Malaysia, the Philippines, Singapore and Thailand. Brunei Darussalam joined ASEAN in 1984, followed by Vietnam in 1995, Laos and Myanmar in 1997, and Cambodia in 1999.

Malaysia, as the Chair of ASEAN, is hosting the 47th ASEAN Summit and Related Summits under the theme “Inclusivity and Sustainability” in Kuala Lumpur from October 26-28.

These Summits consist of the ASEAN Summit, the ASEAN Plus One Summits between ASEAN and seven Dialogue Partners, namely, Australia, China, India, Japan, South Korea, Russia, the US, respectively, as well as the ASEAN Plus Three Summit, East Asia Summit, ASEAN-United Nations Summit and ASEAN-New Zealand Commemorative Summit to mark 50 years of dialogue relations, according to the official statement. Malaysia will also host the 5th Regional Comprehensive Economic Partnership (RCEP) Summit and 3rd Asia Zero Emission Community (AZEC) Leaders Meeting at the sidelines of the Summits.

Srinagar, Oct 26: The body of a 47-year-old man who had jumped into the River Jhelum on October 20 was retrieved on Sunday from the river near Veer Chatabal area of Srinagar, officials said.

The Officials said that the deceased has been identified as Rafiq Ahmed Ahanger, son of Mohd Jamal, a resident of Dalal Mohalla, Zaina Kadal.

After completion of medico-legal formalities, the body was shifted to SMHS Hospital for radiological examination, officials added.

Police have taken cognizance of the incident and initiated further proceedings. —(KNC)

Chandigarh, Oct 26: In a severe crackdown against cross-border smuggling of arms and narcotics, the Border Security Force (BSF) has seized pistols, drones and heroin in separate incidents along the India-Pakistan border in Punjab’s Ferozpur and Amritsar.

On Sunday, the BSF troops recovered a packet of heroin, weighing 553 grams, from an agricultural field near the village — Bhaini Rajputana, Amritsar.

On Saturday, acting on a tip-off provided by its intelligence wing, BSF troops on duty recovered one DJI AIR 3S drone near Daoke village in Amritsar.

The BSF troops neutralised and recovered one DJI Mavic 3 Classic drone carrying one pistol with a magazine from a farming field near Kahangarh village in Amritsar, an official statement said.

In another operation, the BSF troops recovered a pistol with a magazine and two live rounds from a farmland near Bahadurke village in the Ferozepur border.

These remarkable operations by the alert BSF troops mark their resolute action in devastating the nefarious attempts of cross-border Pakistani smugglers, the statement read.

The BSF on Wednesday apprehended a minor boy with 11 gold biscuits along the India-Bangladesh Border (IBB) in West Bengal’s North 24-Parganas.

According to an official, the weight of the seized gold was 1,286.17 grams, valued at around Rs 1.64 crore.

During interrogation, the boy revealed that he was sent by his mother to deliver the gold. The boy has been handed over to the concerned authorities, along with the gold, for further legal processing.

Earlier this month, the BSF seized a gold bar weighing 579 grams from West Bengal’s North 24 Parganas and arrested a person in possession of the precious metal. The gold was valued at Rs 76.50 lakh. The suspected smuggler was interrogated to extract information related to the gold smuggling racket in the area and handed over to the concerned department.
