Top army officer reviews ongoing anti-terror operations in hilly areas of Jammu

Jammu, Sep 22: General Officer Commanding (GOC) of White Knight Corps Lt Gen P K Mishra on Monday reviewed the ongoing anti-terror operations in the hilly areas of Udhampur, Doda and Kishtwar districts of Jammu and Kashmir following recent encounters with terrorists, officials said.

While a massive search operation is underway in Seoj Dhar forest connecting Dudu-Basantgarh in Udhampur district with Bhaderwah in Doda district since Friday evening following the killing of a soldier in a gunfight with terrorists, another operation was launched in Keshwan forest of Kishtwar district after a brief encounter on Sunday afternoon, the officials said.

Accompanied by GOC, counter-insurgency force (Delta) Maj Gen A P S Bal, the corps commander flew in a helicopter to Seoj Dhar to review the ongoing operations this morning, the officials said.

They said though there was no contact with the terrorists after the initial gunfights in Seoj Dhar and Keshwan forests, helicopters were seen hovering over the dense forests which remained besieged with joint parties of army, police and CRPF on the ground carrying out the combing operation.

Drones and sniffer dogs were also deployed in the area to help track down and neutralise the terrorists, the officials said.

Meanwhile, security forces also launched a cordon and search operation in Malhar area of Kathua district after getting information about suspected movement of two terrorists.

The operation is going on but there was no trace of the suspected persons so far, the officials said.

Srinagar, Sep 22: National Conference President and former Chief Minister Dr. Farooq Abdullah on Monday likened running the government in Jammu and Kashmir under the present circumstances to “walking on the edge of a sword.”

Speaking to reporters, Farooq Abdullah said despite the challenges, governance has to continue. “To run the government in the current scenario is just like walking on the edge of a sword, but we have to run the government,” he remarked.

The NC chief reiterated that the restoration of statehood remains a vital demand of the people of Jammu and Kashmir. “Statehood is an important issue and people of Jammu and Kashmir hope it will be restored,” he said, adding that focus should remain on pressing Delhi for this demand.

When asked about the issue of separatist leader Yasin Malik, Abdullah declined to make any substantive comment. “The matter is before the court and the court will decide,” he told reporters.

On the Public Safety Act (PSA) slapped on Doda MLA Mehraj Malik, Abdullah expressed his disapproval, though he criticised the legislator’s choice of words. “The PSA on Mehraj Malik is not justified, but the unparliamentary language he used was wrong. We have no authority on this subject; the authority lies with Lieutenant Governor Manoj Sinha,” he said.

Responding to a query about the reduction in Goods and Services Tax (GST), Farooq Abdullah said that the issue of statehood must take precedence. “It is better to talk about statehood than GST,” he stated, indicating that political status and constitutional guarantees remain higher on his party’s agenda. Gold breaches Rs 1.11 lakh/10 g in futures trade as traders await key US inflation data

New Delhi, Sep 22: Gold prices breached the Rs 1.11 lakh per 10 grams by jumping Rs 799 in the domestic futures market on Monday tracking strong global cues as investors looked ahead to key US inflation data and comments from several Federal Reserve officials this week for further policy guidance.

On the Multi Commodity Exchange (MCX), gold futures for December delivery climbed Rs 799 or 0.72 per cent to hit a record high Rs 1,11,750 per 10 grams.

However, the most traded precious metal futures for October delivery appreciated Rs 761 or 0.69 per cent to Rs 1,10,608 per 10 grams. Last week, it had surged to hit a fresh peak of Rs 1,10,666 per 10 grams.

Silver, too, witnessed gains to hit record peaks. The white metal futures for March next year delivery rallied Rs 2,446 or 1.86 per cent to hit an all-time high of Rs 1,33,582 per kilogram.
Similarly, the most traded silver futures for December delivery surged by Rs 2,473, or 1.9 per cent, to hit a fresh peak of Rs 1,32,311 per kg on the MCX.

Traders said weakness in the rupee and subdued sentiment in the domestic equity markets further supported the bullion prices.

On the global front, gold futures increased by USD 26.82, or 0.72 per cent to USD 3,732.62 per ounce. Last week, it rose to hit a lifetime high of USD 3,744 per ounce.

“Gold prices edged up to hover near record levels, as investors looked ahead to key US inflation data and comments from several Federal Reserve officials this week for further policy guidance,” said Jigar Trivedi, Senior Research Analyst at Reliance Securities.

Last week, the US Federal Reserve delivered its first rate cut of the year and signalled further reductions ahead as the labour market weakens.

“Markets currently imply two more reductions this year, one in October and another in December, with expectations of continued monetary policy easing providing a major boost to bullion’s 40 per cent surge so far this year,” Trivedi said.

Gold has also been supported by safe-haven demand amid ongoing geopolitical tensions and concerns over the economic impact of President Donald Trump’s tariffs, alongside robust central bank buying and sustained ETF inflows, he added.

Meanwhile, silver futures for December delivery were trading 2.17 per cent higher at USD 43.88 per ounce.

“Silver has been carving out a more aggressive trajectory than gold, driven by investment flows, solar panel demand and industrial use in electric vehicles, 5G infrastructure and battery storage,” said Riya Singh, Research Analyst, Commodities and Currency, Emkay Global Financial Services.
Supply growth has been muted, leaving the market vulnerable to disruptions, she added.

Pranav Mer, Vice President, EBG – Commodity & Currency Research, JM Financial Services, projected that silver prices in the domestic market have an upside potential to test Rs 1,40,000-1,50,000 per kilogram on the commodities bourse.

Former DGP Ghulam Jeelani passes away; J&K Police extend condolences

Srinagar, Sept 22: Former Director General of Jammu and Kashmir Police, Ghulam Jeelani Pandit, who served as the fourth DGP of J&K Police and later superannuated, passed away on Sunday evening, leaving behind a legacy of service, simplicity and integrity.

Born on 22 February 1933, Pandit Sahab breathed his last on 21 September 2025.

Known for his grace, humility, and commitment to duty, Pandit was remembered by colleagues and well-wishers as a thorough gentleman who earned respect across ranks during his distinguished career in the police service.

The present Director General of Police, Jammu and Kashmir, along with all ranks of J&K Police, have expressed deep sorrow over his demise. The force collectively mourned the loss, offering heartfelt condolences and prayers for strength to the bereaved family in this hour of grief, reported news agency Kashmir Dot Com.

In their tribute, police officers described Pandit as a leader who embodied honesty and humility throughout his tenure, setting an example for generations of officers to follow. (KDC)

Washington DC, September 22: The US State Department on Sunday (local time) has offered more clarity on President Donald Trump’s H-1B visa proclamation, which has triggered panic across the tech industry and among Indian professionals living in America on the visa.

The department debunked several false claims circulating after Trump signed the order last week. The US State Department stressed that the new H-1B rules “do not apply to any previously issued H-1B visas, or any petitions submitted prior to 12:01 am Eastern Daylight Time on September 21, 2025.”

Clarifying further, the State Department said the new fee requirement applies only to individuals or companies filing fresh H-1B petitions or entering the lottery system after September 21. Current visa holders and petitions submitted before that date remain unaffected.

Under the proclamation, a $100,000 payment must accompany every new H-1B visa petition filed after the deadline, including entries in the 2026 lottery. The order also authorises the Department of Homeland Security and the State Department to coordinate all necessary measures for implementation.

Guidance has already been issued by the US Citizenship and Immigration Services, US Customs and Border Protection, and the Department of State to ensure consistent enforcement across agencies, as per the statement issued by the Department of State.

The statement also emphasised that the proclamation does not alter fees for H-1B renewals and does not restrict existing visa holders from travelling in and out of the United States.
Looking ahead, the US administration plans additional reforms to the programme.

These include a Department of Labour rulemaking to raise prevailing wage levels and a Department of Homeland Security initiative to prioritise high-paid, high-skilled applicants in the H-1B lottery over lower-wage candidates.

Additional changes are under consideration and expected to be announced in the coming months, the State Department confirmed.

Earlier speaking to ANI, a senior US Administration official said that individuals currently holding H-1B visas, including those visiting India or abroad, don’t need to rush back to the US before Sunday or pay the steep $100,000 fee.

“Those who are visiting or leaving the country, or visiting India, don’t need to rush back before Sunday or pay the $100,000 fee. $100,000 is only for new and not current existing holders,” the official told ANI.

Earlier, the US Citizenship and Immigration Services (USCIS) clarified that the USD 100,000 fee on H-1B visa applications will only apply to the new applicants and not to the petitions submitted prior to September 21.

“This proclamation only applies prospectively to petitions that have not yet been filed. The proclamation does not apply to aliens who: are the beneficiaries of petitions that were filed prior to the effective date of the proclamation, are the beneficiaries of currently approved petitions, or are in possession of validly issued H-1B non-immigrant visas,” Joseph B Edlow, Director of USCIS, clarified in a memorandum on Saturday (local time).

White House Press Secretary Karoline Leavitt also confirmed the same. She also stated that the USD 100,000 fee on the H-1B visa application is a one-time fee, clarifying the misconception that it is an annual fee.

“To be clear: This is NOT an annual fee. It’s a one-time fee that applies only to the petition. This applies only to new visas, not renewals, and not current visa holders,” Karoline Leavitt said in a post on X.

She also informed that the fee will not be charged on H-1B visa holders who are currently outside of the country.

“Those who already hold H-1B visas and are currently outside of the country right now will NOT be charged $100,000 to re-enter. H-1B visa holders can leave and re-enter the country to the same extent as they normally would; whatever ability they have to do that is not impacted by yesterday’s proclamation,” she said

She further said that the fee hike on H-1B visas will be applied in the upcoming lottery cycle.

Srinagar, Sep 22: The cabinet is likely to meet on Tuesday to take a final decision on several proposals, including a recommendation to the Lieutenant Governor for convening the autumn session of the Assembly.

Sources said that the cabinet, headed by Chief Minister Omar Abdullah, is expected to meet tomorrow to propose a date to the LG for convening the autumn session of the Assembly.

“The cabinet will meet at 10: 00 AM,” they said. The LG is vested with the authority to summon the Assembly.

As per the Jammu & Kashmir Reorganisation Act, 2019, there must not be a gap longer than six months between the last meeting of one session and the first meeting of the next session.

“The Lieutenant Governor shall, from time to time, summon the Legislative Assembly to meet at such time and place as he thinks fit, but six months shall not intervene between its last sitting in one session and the date appointed for its first sitting in the next session,” reads the J&K Reorganisation Act, 2019.

Since the last sitting of the previous session was held on April 29, and according to the rule that no more than six months should pass between sessions, the next session must be held by October 28.

The issues of statehood and reservation are likely to dominate proceedings in the House.

In the last Assembly session, three resolutions on statehood lapsed due to disruptions created by the National Conference following the rejection of the adjournment motion brought by their legislators on the Waqf (Amendment) Bill, 2025.

The issue of reservation also came up repeatedly during discussions in the House, with PC President and MLA from Handwara, Sajad Gani Lone, cornering the government over the matter.

Chasing 172 for a win, Sharma smashed 74 off 39 balls, studded with six boundaries and five maximums, and shared a 105-run opening stand with Gill (47 off 28 balls), as India reached 174/4 in 18.5 overs.

Thanks to the two openers, India reached 100 in just 8.4 overs. But there was a mini slump when the two departed and skipper Suryakumar Yadav was dismissed for a duck, but Tilak Varma (30 not out) and Hardik Pandya (7 not out) guided the team to safety.

India had beaten Pakistan by seven wickets in the group stage as well.

United Nations, Sep 22: UN Secretary-General Antonio Guterres on Sunday called on the international community to “silence the guns, end the suffering, build bridges, and create stability and prosperity,” in a message on the International Day of Peace, observed annually on September 21.

“Peace cannot wait,” as the warring world is crying out for peace, said the UN chief. This year’s International Day of Peace urges each of us to give voice to that call, he said.

Around the world, lives are being ripped apart, childhoods extinguished, and basic human dignity discarded, amidst the cruelty and degradations of war, Guterres said.

“We are seeing an explosion of conflict. International law flouted. And record numbers of people fleeing their homes,” he said.

“All they want is peace. Peace is everyone’s business,” said the top UN official, adding that the impacts of war ripple around the world, Xinhua news agency reported.

Guterres pointed out that while sustainable development supports peace, nine of the 10 countries struggling most with development are suffering conflict.

He urged the international community to “quell the racism, dehumanisation and misinformation that throw fuel on the fires of conflict.”

“Instead, we must speak the language of respect, open our hearts to others,” he emphasised. “Where we have peace, we have hope” — families unite, communities rebuild, children learn and play, said the UN chief.

The International Day of Peace was established in 1981 by the UN General Assembly. Two decades later, in 2001, the General Assembly unanimously voted to designate the Day as a period of non-violence and ceasefire.

The theme for this year is “Act Now for a Peaceful World.”

NHM J&K announces 5% increment for contractual staff

Srinagar, Sep 22: The National Health Mission (NHM) Jammu and Kashmir has ordered a 5 per cent salary increment for all contractual employees.

According to an order issued by Mission Director NHM J&K, Baseer Ul Haq Chaudhary (IAS), it applies to all employees working under the programme at state, divisional, district and block levels, including NUHM and disease control programmes, for the financial year 2025–26.

The increment will be applicable as per service completion timelines. Employees who completed one year of service by or before March 31, 2025, will receive the increment with effect from April 1, 2025, the order reads.

Those completing one year by or before September 30, 2025, will get the increment from October 1, 2025, while employees completing one year after September 30, 2025, will receive it from April 1, 2026, it reads.

The decision follows the approval of the NHM SPIP 2025–26 for J&K by the Ministry of Health & Family Welfare and subsequent clearance of budget sheets by the State Health Society. (KNC)
