Centre approves Rs 1,912.99 crore additional disaster aid for 5 states, J-K

New Delhi, Mar 13: The Centre has approved Rs 1,912.99 crore in additional financial assistance to five states and the Union Territory of Jammu and Kashmir affected by floods, flash floods, cloudbursts, landslides and cyclone ‘Montha’ in 2025, an official statement said on Friday.

The decision was taken by a high-level committee (HLC) chaired by Union Home Minister Amit Shah, it said.

According to the statement, the five states are Andhra Pradesh, Chhattisgarh, Gujarat, Himachal Pradesh, and Nagaland.

“Of the total amount, Rs 341.48 crore has been approved for Andhra Pradesh, Rs 15.70 crore for Chhattisgarh, Rs 778.67 crore for Gujarat, Rs 288.39 crore for Himachal Pradesh, Rs 158.41 crore for Nagaland and Rs 330.34 crore for Jammu and Kashmir,” it said.

This assistance is over and above the funds already released to states under the State Disaster Response Fund (SDRF), it said.

During the Financial Year 2025-26, the Centre has released Rs 20,735 crore to 28 states under the SDRF and Rs 3,628.18 crore to 21 states under the National Disaster Response Force (NDRF), it said.

In addition, Rs 5,373.20 crore has been released to 23 states from the State Disaster Mitigation Fund (SDMF), while Rs 1,189.56 crore has been provided to 21 states under the National Disaster Mitigation Fund (NDMF), it said.

“Under the leadership of Prime Minister Narendra Modi, the Government of India is standing shoulder to shoulder with the State Governments during natural calamities and disasters and providing all necessary support,” it said.

Jammu, Mar 13: Directorate of Accounts and Treasuries (DGAT) has completely negated the recent media reports regarding delay in contract payments, terming them false and inaccurate.

In a statement issued here, the DGAT puts on record that all liability on account of contract payment has been cleared and there is no back- log so far as contract payment at treasuries is concerned.

“The fact is that the Department has released full funds under Capex”, the statement reads.

The DGAT has further requested the media organisations that in the interest of balanced and professional reporting, Finance department’s version regarding these matters may also be included.

Rupee hits fresh intra-day low of 92.44 against US dollar

Mumbai, Mar 13: The rupee hit a fresh all-time intra-day low of 92.44 against the US dollar on Friday, down 19 paise from its previous close, as rising global crude oil prices amid the raging West Asia conflict kept international markets on the edge.

A stronger greenback, heavy FII outflows and sustained selling in the domestic equity markets further weighed on the rupee, according to forex traders.

At the interbank foreign exchange, the local unit opened at 92.33 and kept losing ground to hit a fresh intra-day low of 92.44 against the US dollar, down 19 paise from its previous close.

The rupee fell 24 paise to settle at its lowest level ever at 92.25 against the US dollar.

The dollar index, which gauges the greenback’s strength against a basket of six currencies, was trading 0.04 per cent higher at 99.77.

Brent crude, the global oil benchmark, was trading higher by 4.99 per cent at USD 96.57 per barrel in futures trade.

On the domestic equity market front, the Sensex plunged 917.69 points, or 1.21 per cent, to 75,116.73 points, while the Nifty tumbled 308.40 points, or 1.30 per cent, to 23,330.75.

Foreign institutional investors sold equities worth Rs 7,049.87 crore on a net basis on Thursday, according to exchange data.

Meanwhile, retail inflation moved up to 3.21 per cent in February compared to 2.74 per cent in the preceding month, driven mainly by higher food prices, government data released on Thursday showed.

Police head constable, wife killed; 2 children injured in Bhaderwah road accident

Jammu, March 13: In a tragic incident, a head constable of Jammu and Kashmir Police and his wife were killed, while his two children were injured in a road accident near Basti village in Bhaderwah area of Doda district.

Officials said that an Alto car lost control near Basti village and rolled into the river. In the incident, head constable Zulfikar Ali of JKP and his wife were killed, while their two children were also injured.

The head constable was on his way to duty when the incident happened. The children have been shifted to a nearby hospital for treatment.

Meanwhile, police have taken cognizance of the incident. (GNS)

PM Modi speaks to Iranian President; discusses ‘serious’ situation in West Asia

New Delhi, Mar 13: Prime Minister Narendra Modi on Thursday night spoke to Iranian President Masoud Pezeshkian over the phone and discussed the “serious situation” in West Asia.

Modi expressed deep concern over the escalation of tensions in the region and the loss of civilian lives as well as damage to civilian infrastructure.

The prime minister told the Iranian President that the safety and security of Indian nationals, along with the need for unhindered transit of goods and energy, remain India’s top priorities.

“Had a conversation with Iranian President, Dr Masoud Pezeshkian, to discuss the serious situation in the region. Expressed deep concern over the escalation of tensions and the loss of civilian lives as well as damage to civilian infrastructure,” Modi said in a post on X.

The prime minister also reiterated India’s commitment to peace and stability and urged dialogue and diplomacy to end the crisis.

According to an official statement, President Pezeshkian briefed Prime Minister Modi on the current situation in Iran and shared his perspective on the recent developments in the region.

The two leaders agreed to remain in touch, the statement said.

Notably, Iran has closed the Strait of Hormuz, a key shipping passage through which India’s substantial energy imports come.

Two days back, a bulk oil carrier sailing to India was fired upon by Iranian forces as it was trying to cross through the Strait of Hormuz.

The prime minister had spoken to leaders of several West Asian countries in the last 10 days in the wake of the coordinated offensive launched against Iran by the United States and Israel, in which the Islamic country’s Supreme Leader, Ali Khamenei, was killed last month.

In retaliation, Iran has fired drones and missiles at Israel and US military installations around the Gulf region, including the global business and aviation hubs of Dubai and Doha.

Modi earlier spoke to the leaders of Oman, Kuwait, Bahrain, Saudi Arabia, the UAE, Jordan, Israel and Qatar, and expressed concern over the attacks on their countries, and condemned the violation of some nation’s sovereignty and territorial integrity.

He also discussed the welfare and security of the Indian community residing in those countries.

Around 1 crore Indians live in the Gulf and West Asia. While about 10,000 Indian citizens live, study and work in Iran, more than 40,000 live in Israel.

US military refuelling plane crashes in Iraq, rescue is underway

Washington, Mar 13: An American military refuelling plane taking part in the operation against Iran crashed in Iraq and rescue efforts were underway, US Central Command said Thursday.

It was not immediately clear if there were any casualties. A US official, who spoke to The Associated Press on condition of anonymity to discuss the developing situation, said the KC-135 aircraft that crashed had at least five crew members aboard.

The crash was not due to hostile fire or friendly fire, the military said in a statement, which described the plane as “a loss.”

US Central Command, which oversees the Middle East, said that two aircraft were involved and that one landed safely and the other went down in western Iraq.

A second US official, who similarly spoke on condition of anonymity, said the other plane involved also was a KC-135 tanker.

“More information will be made available as the situation develops,” Central Command said. “We ask for continued patience to gather additional details and provide clarity for the families of service members.”

The tanker is the fourth publicly acknowledged aircraft to crash as part of the US military’s operations against Iran. Last week, three American fighter jets were mistakenly downed by friendly Kuwaiti fire.

All six crew members safely ejected from the F-15E Strike Eagles and were in stable condition after being recovered, the US said.

Seven American troops have been killed in combat during the Iran war so far, while about 140 US service members have been injured, including eight severely, the Pentagon said earlier this week.

Both President Donald Trump and Defence Secretary Pete Hegseth have warned that the Iran war would likely claim more American lives before it ends.

Six of the fallen service members were killed when an Iranian drone struck an operations centre at a civilian port in Kuwait. They were in the Army Reserve and worked in logistics, keeping troops supplied with food and equipment.

They died one day after the US and Israel launched the military campaign against Iran on February 28. The Islamic Republic has retaliated with missiles and drones against Israel and several Gulf Arab states that host US armed forces.

The seventh American service member died after being wounded during a March 1 attack on the Prince Sultan Air Base, Saudi Arabia.

Trump joined grieving families for a dignified transfer at Dover Air Force Base when the remains of the first six soldiers were returned to the United States. Vice President JD Vance, Hegseth and others saluted the seventh flag-draped transfer case as it arrived this week at Dover.

The KC-135 tanker involved in the latest crash is based on the same design as the Boeing 707 airliner and entered military service more than 60 years ago. Like other long-serving aircraft, the planes have undergone various retrofits and upgrades over the years.

The KC-135 tankers typically have a crew of three. It’s not immediately clear what role the extra crew members were serving aboard the flight.

According to a report from the Congressional Research Service, the Air Force last year had a total of 376 KC-135s, including 151 on active duty, 163 in the Air National Guard and 62 in the Air Force Reserve.

Srinagar, Mar 12: The Ministry of Electronics and Information Technology (MeitY), Government of India, will organise job fairs under the project “Skill Development for Digital J&K and Ladakh” at the National Institute of Electronics and Information Technology (NIELIT) campuses in Srinagar and Jammu.

The job fair will be held on March 16 at the NIELIT J&K Srinagar campus and on March 18 at the Convocation Centre in Jammu, to connect trained youth with potential employers and promoting employment opportunities in the region.

Officials said the initiative will provide a platform for candidates trained under the programme to interact with prospective recruiters and explore job opportunities in the digital and technology sectors.

The project, sanctioned for a period of three years, seeks to provide skill development training to 9,450 youth across Jammu & Kashmir and Ladakh, including 4,779 candidates from SC/ST categories and 4,671 from the general category, ensuring inclusive participation.

As part of the initiative, state-of-the-art online examination facilities are being established in Srinagar, Leh and Kargil, while existing laboratories in Srinagar, Jammu, Leh and Kargil are being upgraded to meet industry standards and improve the quality of training and assessments.

The job fairs are expected to witness participation from a large number of trained candidates under the Skill Development for Digital J&K programme, including graduates, diploma holders and candidates with technical certifications under the project.

Man who opened fire at Farooq sent to 5-day Police remand

Jammu, Mar 12: A court here on Thursday remanded a man who made an assassination attempt on National Conference (NC) President Farooq Abdullah to five-day Police custody for questioning.

The 63-year-old accused, Kamal Singh Jamwal, was produced in the city court amid tight security.

Police sought his custody stating that further interrogation was necessary to ascertain the motive behind the attack and to verify whether the accused had any links with any organisation or individual.

The court, after hearing both sides, allowed five days’ Police remand.

“I have not done this at the behest of anyone. I have fired at him,” he told reporters.

Abdullah had a narrow escape on Wednesday night when the accused opened fire at him from behind while he was leaving a marriage function at Greater Kailash on the outskirts of Jammu.

Meanwhile, officials said that Jamwal had acted alone and ruled out more arrests in the case.

The officials said Police have initiated a detailed probe into the antecedents of the accused to unravel the mystery behind the Wednesday night’s firing at a marriage function that sparked widespread condemnation across the country.

The Police have also registered a case under relevant sections of law including attempt to murder and firing a weapon against Jamwal, the officials said.

The Police are examining the 63-year-old Jamwal’s background, including his personal, social and possible organisational links, to ascertain the motive behind the firing incident, they said.

Jamwal, a resident of Purani Mandi in Jammu, told Police that he had been waiting for an opportunity to target Abdullah for the last 20 years without citing any reason for the grudge, the officials said.

According to the officials, the Police are examining all angles including his recent activities and movements before the attack.

Senior Police officers are currently questioning Jamwal, who told investigators that he earns his livelihood from rent generated by his shops.

The officials said security arrangements at the venue were being reviewed to determine how the accused managed to enter the function with a weapon.

Jamwal was reportedly accompanying the wedding procession to the venue, being a close relative of the groom’s family.

Abdullah was among the participants who turned up to bless the newly-wed couple on the invitation of a party colleague whose daughter was getting married.

According to the officials, Jamwal was initially associated with Jagran Manch, a socio-political group, and later joined Jammu and Kashmir National Panthers Party.

He had also unsuccessfully contested municipal elections from his ward.

Meanwhile, BJP leader Jahanzaib Sirwal has condemned the attack on Abdullah, saying “such acts of violence are unacceptable and have no place in a democratic and civilised society”.

“Since the accused has been arrested, the authorities must ensure a thorough and transparent investigation so that the complete facts behind the attack come to light and strict action is taken in accordance with the law,” Sirwal said.

Srinagar, Mar 12: National Conference (NC) Thursday held an emergency meeting at the party headquarters to strongly protest and condemn the assassination attempt on party president Farooq Abdullah, terming the incident a “grave and alarming attack” on democratic values.

The meeting was chaired by the party’s General Secretary Ali Muhammad Sagar and witnessed strong reactions from party leaders, who described the attempt on  Abdullah’s life as a dangerous conspiracy that demands an immediate and impartial investigation.

Speakers at the meeting asserted that targeting a senior national leader like Abdullah was not merely an attack on an individual but a direct assault on the democratic fabric of the country.

They warned that such incidents pose serious questions about security arrangements and urged authorities to identify and punish those responsible without delay.

On the occasion, the NC Provincial President Showkat Ahmad Mir moved a resolution condemning the assassination attempt.

The resolution, which was unanimously adopted by the participants, called for a comprehensive and transparent probe into the incident, including possible security lapses and negligence, so that the truth behind the conspiracy is brought before the public and similar incidents are prevented in the future.

NC leaders applauded Abdullah’s long political journey and democratic struggle, describing him as a visionary, farsighted, secular, and people-centric leader who has consistently championed communal harmony, brotherhood, and democratic values in the region.

They said that Abdullah has served three terms as Chief Minister of Jammu and Kashmir, held office as a Union Cabinet Minister, and has been elected to the Lok Sabha four times.

He has also served as a member of the Rajya Sabha and represented the country at important international forums, including the United Nations and conferences in Geneva.

The speakers said that in 1996, when Jammu and Kashmir was passing through one of its most turbulent periods with fear and uncertainty prevailing across the region, the administrative and educational systems severely disrupted, and people facing immense hardships, Abdullah demonstrated remarkable courage and leadership by stepping forward to assume responsibility and playing a decisive role in restoring the democratic process in the state.

The meeting also praised the security personnel and party office bearers and workers whose timely intervention helped save Abdullah’s life.

NC General Secretary, Ali Muhammad Sagar, Provincial President Advocate Showkat Ahmad Mir, senior leaders Mubarak Gul (MLA Eidgah), Shamima Firdous (MLA Habba Kadal), Ali Muhammad Dar (MLA Chadoora), Salman Ali Sagar (MLA Hazratbal), NC state spokesperson Imran Nabi Dar, Minority Cell Convenor Jagdish Singh Azad and Youth Provincial President Mushtaq Mir addressed the meeting.

Chief Spokesperson and MLA Zadibal Tanvir Sadiq, Nazir Ahmad Khan Gurezi (MLA Gurez), Riyaz Bedar (MLA Pattan), Hilal Lone (MLA Sonawari), Women’s Wing Provincial President Engineer Sabiya Qadri, Provincial Secretary Syed Tawqeer Ahmad, District President Srinagar Peer Afaq Ahmad, District President Budgam Ghulam Nabi Bhat, Joint Secretary Ghulam Nabi Wani Talibali, and  Mohammad Saeed Makhdoomi were also present at the meeting.

At the conclusion of the meeting, party leaders and workers expressed complete solidarity with Abdullah and reaffirmed their resolve that the National Conference will continue its struggle for democracy, unity, and the rights of the people under his leadership.

Later the participants also registered a strong protest and demanded that the truth behind the conspiracy be brought before the public.

Meanwhile, party units across district, tehsil and block levels also strongly condemned the assassination attempt on the party president.

NC also staged a protest march in Jammu against the attack on its president and former chief minister Farooq Abdullah, demanding a thorough probe into the incident and “restoration of law and order”.

Carrying NC flags and placards reading “Restore law and order” and “Probe the firing incident”, hundreds of workers and leaders began their protest march from the party headquarters, Sher-e-Kashmir Bhavan, in Jammu.

Raising slogans “We want justice” and “Farooq Abdullah zindabad”, the protesters marched towards the city centre.

The Police stopped them at Raghunath Bazaar, leading to a brief jostling as security personnel prevented them from moving ahead.

However, some protesters managed to move towards City Chowk, where they staged a brief dharna before dispersing.

Talking to reporters, former minister and senior NC leader Ajay Sadhotra termed the incident a “major security lapse”.

“They had gone to attend a wedding. Farooq Sahab, the deputy chief minister, and other senior leaders were present, but there was not even a single security person at the venue. How could a person carrying a weapon enter the premises if proper checking was being conducted?” he said.

Sadhotra said that the situation could have turned into a “major tragedy” if the personal security staff with Abdullah had not intervened in time.

“The attacker took out the pistol, but the security personnel behind Farooq Sahab immediately pulled him back and the shot went into the air,” he said.

He demanded that law and order be placed under the control of the chief minister so that the security situation in Jammu and Kashmir improves.

NC’s provincial president, Jammu region, Ratan Lal Gupta also condemned the attack, saying it raised serious concerns about the safety of political leaders.

“If a leader like Farooq Sahab is not safe, then what will happen to ordinary people? He has always advocated Hindu-Muslim unity and communal harmony,” Gupta said.

NC women’s wing leader Bilma Luthra said the protest was meant to highlight concerns over “deteriorating” law and order. “The purpose of our protest is that law and order should be strengthened and placed under Omar Sahab so that people can live in a safe environment,” she said.

NSG to undertake security audit of Z-plus category dignitaries

New Delhi, Mar 12: The National Security Guard (NSG) will undertake a comprehensive security audit of all its Z-plus category high-risk VIPs following the assassination attempt on former Jammu and Kashmir Chief Minister Farooq Abdullah, officials said on Thursday.

The ‘Black Cats’ commando force currently provides elite protection to nine VIPs, including Abdullah, Defence Minister Rajnath Singh, Uttar Pradesh Chief Minister Yogi Adityanath and Andhra Pradesh CM Chandrababu Naidu.

Under standard operating procedures, the force provides mobile security during transit and deploys a specialised Close Protection Team (CPT) of four commandos when a dignitary is inside an indoor venue, such as a banquet hall or convention centre.

The officials told PTI that it is standard procedure to review or audit security measures whenever an “extraordinary incident” involves an NSG protectee.

“The security audit process will be initiated. While the NSG is tasked with the immediate safety of the protectee, it remains the responsibility of local police and other agencies to sanitise the venue and ensure no armed individuals gain entry,” an official said. Once the audit is finalised, the NSG will communicate its findings and highlight potential lapses to the relevant local police authorities.

Abdullah had a miraculous escape on Wednesday night when a gunman opened fire at him after coming from behind while the National Conference president was leaving a wedding function in Jammu. CCTV footage from the wedding event showed a police official and an NSG commando successfully intercepting the attacker, while a second commando and other security personnel pinned him to the ground.

The team immediately evacuated Abdullah from the venue in a high-speed convoy.
