Srinagar, Feb 14: The Jammu and Kashmir Lieutenant Governor, Manoj Sinha, on Saturday paid his humble tribute to the Central Reserve Police Force (CRPF) personnel who lost their lives in a terrorist attack in South Kashmir’s Pulwama district on this day, February 14, in 2019.

In the terrorist attack, 40 Jawans were killed when a suicide bomber crashed his explosive-laden vehicle into a bus ferrying the CRPF personnel.

The LG said that their unwavering commitment, unparalleled bravery and selfless service to the motherland will forever inspire every citizen

In a post on X, Office of LG J&K wrote, “Humble tributes to the valiant martyrs who made the supreme sacrifice in the line of duty during the dastardly terrorist attack in Pulwama in 2019. Drone-delivered heroin worth Rs 20 crore seized along RS Pura sector

Jammu, Feb 14: Security forces foiled a cross-border narcotics smuggling attempt along the RS Pura sector of the Indo-Pak International Border, recovering more than four kilograms of heroin believed to have been dropped by a Pakistani drone.

Officials said the seizure was made during a coordinated operation carried out by the Border Security Force and Jammu & Kashmir Police. The contraband, estimated to be worth over ₹20 crore in the international market, had reportedly been dispatched in two separate consignments before being intercepted.

Officials added that the recovery highlights an increasing trend of drone-assisted smuggling attempts from across the border. Security agencies have intensified surveillance and ground operations in vulnerable stretches to counter the growing use of unmanned aerial vehicles for narcotics trafficking.

Authorities added that investigations are underway to identify local contacts and dismantle the network facilitating cross-border drug movement. Further technical and ground intelligence inputs are being examined to trace the origin and intended recipients of the consignment. [KNT]

J-K govt to simplify NOC issuance for constructions in municipal areas

Jammu, Feb 14: The process of granting no objection certificates to people seeking constructions within municipal areas in Jammu and Kashmir will be simplified, Social Welfare Minister Sakeena Itoo told the Assembly on Friday.

Replying to a question on behalf of Chief Minister Omar Abdullah raised by People’s Conference legislator Sajad Gani Lone, Itoo said that according to Section 203 of the Municipal Act and J-K Unified Building Bylaws 2021, no person shall erect, re-erect or make any material alteration to any building within the respective jurisdiction of the urban local bodies without the sanction of the municipality.

“The UBBL Clause 2.18 requires NOCs from different departments, including town planning,” she said.

The minister said there are three town planners in the Town Planning Organisation, Kashmir, while the number of the existing local bodies in Kashmir is 40 (10 municipal councils and 30 municipal committees).

The Town Planning Organisation has been re-organised to create a district cadre to support the preparation and implementation of master plans for every town, the minister said.

Replying to various supplementaries, the minister said the matter of delay in issuing NOCs shall be examined and addressed.

The concerned officials would be asked to ensure NOC issuance in a time-bound manner, she said.

“All the suggestions by the legislators will be taken into consideration to ensure that people do not suffer,” she added.

New Delhi, Feb 14: Prime Minister Narendra Modi on Saturday paid homage to the CRPF personnel who lost their lives in a terror attack in Jammu and Kashmir’s Pulwama on this day in 2019 and said every Indian draws strength from their enduring courage.

Vice President C P Radhakrishnan also paid tributes to the personnel who laid down their lives in the attack.

In a post on X, Modi said, “Remembering the brave heroes who laid down their lives in Pulwama on this day in 2019. Their devotion, resolve and service to the nation remain forever etched in our collective consciousness. Every Indian draws strength from their enduring courage”.

Vice President Radhakrishnan said the supreme sacrifice by the CRPF personnel will forever remain etched in the nation’s memory.

“I pay homage to the brave personnel who laid down their lives in the Pulwama terror attack. Their supreme sacrifice will forever remain etched in the nation’s memory and continues to inspire us to build a strong and secure India,” he said.

A suicide bomber crashed his explosive-laden vehicle into a bus ferrying Central Reserve Police Force (CRPF) personnel on February 14, 2019, killing 40 jawans.

Days later, India launched a retaliatory attack, which came to be known as the Balakot airstrike.

Jammu, Feb 13: Jammu and Kashmir Forest Minister Javed Rana on Friday said the government will scale up efforts to strengthen forest conservation, biodiversity protection and eco-tourism across the Union territory in the coming fiscal.

Winding up the discussion in the Assembly on the demand for grants for forest, ecology and environment, public health engineering, irrigation and flood control, and tribal affairs departments, the minister announced that one crore saplings will be planted with active community participation during the next financial year.

The other key initiatives include completion of survey and demarcation of forest areas, identification and development of new forest trek routes and eco-huts, and promotion of eco-tourism in identified locations through local involvement, the minister said.

Maintaining that wetland conservation remains a priority with 260 wetlands mapped using GIS and remote sensing, the minister said revival of Wular Lake, a Ramsar site, in north Kashmir’s Bandipora district with 5 sq km dredged and 2,952 hectares afforested, has benefitted more than 5,200 fishermen.

Rana highlighted that wildlife conservation measures have covered 11.5 per cent of the UT’s area, with more than 3,000 animals rescued and Rs 214 crore compensation disbursed for human-wildlife conflict.

The minister also claimed that J-K continues to remain carbon positive, with air quality improvement measures resulting in PM10 reduction of 18.5 per cent in Jammu and 41.3 per cent in Srinagar.

For the 2026-27 fiscal, an enhanced allocation of Rs 242 crore has been proposed, reflecting strong commitment towards conservation and sustainable development, Rana said.

Under UT Capex 202-26, Rs 168.18 crore has been approved, of which Rs 141.14 crore has been released and works worth Rs 56.97 crore have already been executed, Rana said, adding that against approved allocations of Rs 175.06 crore under CAMPA, Rs 155.14 crore has been released.

“Under the ‘Ek Ped Maa Ke Naam’ initiative, plantation of 71.77 lakh saplings till January 2026 has been achieved. In 2026-27, one crore saplings will be planted with active public participation,” the minister said.

Rana also said that significant progress has been made in forest demarcation with 1.85 lakh boundary pillars installed.

Besides, digitisation of forest boundaries using the global navigation satellite system technology has positioned J-K as a pioneer in advanced forest governance, the minister claimed.

He also said that third-party certification frameworks have reduced procedural delays while maintaining environmental safeguards.

On recruitment and promotion, Rana said the processes have been fast-tracked, with multiple department promotion committee (DPC) meetings convened and a significant number of promotions finalised.

The coming fiscal will also witness the completion of SASCI projects, installation of sensor-based air quality monitoring systems, upgradation of the Jambu Zoo, establishment of conservation breeding centres for endangered species and creation of wildlife protection infrastructure to mitigate human-wildlife conflicts, the minister said.

Colombo, Feb 13: A fast bowling masterclass by pacers Blessing Muzarabani and Brad Evans, who took four and three wickets respectively, helped Zimbabwe bowl out Australia for 146 runs in 19.3 overs and register 23 runs win in their second match of the T20 World Cup 2026 played at the R Premadasa Stadium on Friday.

Matt Renshaw was the lone warrior for the 2021 T20 WC champions but lacked support as his valiant knock of 65 runs went in vain against Zimbabwe, who registered their second win in the T20 World Cup against Australia. Zimbabwe had previously done the same in the inaugural 2007 World Cup.

Chasing a challenging target, Australia were off to a disastrous start as Zimbabwe’s pacers crushed the top order with the help of the swing movement present at the ground. Opener Josh Inglis was the first to go as Muzarabani struck with the first ball he bowled in the match. All-rounder Cameron Green followed suit in the next over as he went for a duck.

Zimbabwe capitalised on the momentum further as Tim David, who was making a return after injury, was dismissed for a duck in the third over as Muzarabani got his second wicket.

As the pressure mounted on the 2021 champions, their stand-in captain Travis Head also got dismissed after scoring 17 runs off 15 balls, which included three fours, in the fourth over. Australia were reeling at 38/4 at the end of the power play.

Australia’s crisis man Glenn Maxwell again stood up for the team when needed the most. He started slowly and built a 77-run partnership with Matt Renshaw, who was doing the attacking job and putting pressure on the opposition, while Maxwell dealt in singles and doubles at the start of his innings.

Zimbabwe finally broke the pair in the 15th over when Maxwell was clean bowled by Ryan Burl while trying to break the shackles. Maxwell scored 31 runs off 32 balls. He hit one four and one six during his innings.

Marcus Stoinis, who got injured during the first innings, came out to bat after medication but departed early after scoring just six runs off four balls.

Renshaw continued his attack but lost his partners as Zimbabwe applied pressure with wickets and good fielding. Renshaw got out in the 19th over. He scored 65 runs off 44 balls. Renshaw hammered five fours and one six during his innings.

For Zimbabwe, Muzarabani took four wickets, while Evans had three wickets to his name. Wellington Masakadza and Ryan Burl also took one wicket each.

Earlier, riding on Brian Bennett’s unbeaten 64-run knock, Zimbabwe posted 169/2 in 20 overs against Australia.

Coming to bat after losing the toss, Zimbabwe were off to a good start as both the openers, Bennett and Tadiwanashe Marumani, dominated the Australian bowlers. The duo tackled the seam at the start of the innings with clean striking and forged a 61-run opening partnership.

Jammu, Feb 13: Minister for Jal Shakti, Forest, Ecology, Environment and Tribal Affairs, Javed Ahmed Rana on Friday stated that the government and the opposition MLAs tackled recent natural calamity as joint responsibility while the Chief Minister demonstrated exemplary leadership in effective crisis management.

“The government’s response to the devastating floods of August-September 2025 reflected effective crisis management with restoration works commencing within 24 hours,” he said, while winding up the discussion on the demands for grants of departments under his charge.

Rana stated that for long-term sustainability, a high-level inter-departmental committee was being constituted to ensure water security and effective flood control.

“The State Specific Action Plan (SSAP) on water, prepared under the National Water Mission with technical support from NIH Roorkee and IIT Jammu, has received draft approval from the union government and is in the final stage of approval,” he said.

Rana said that the feedback and recommendations would form the basis for further strengthening the policy decisions, ensuring effective execution and impactful implementation of projects on the ground.

With regard to forest department, the Minister said that for the fiscal 2026–27, an enhanced allocation of Rs 242 Cr has been proposed, reflecting strong commitment towards conservation and sustainable development. He highlighted that wildlife conservation measures have covered 11.5 percent of the UT’s area, with over 3,002 animals rescued and over Rs 214 Cr compensation disbursed for human-wildlife conflict.

The Minister said that J&K continues to remain carbon positive, with air quality improvement measures resulting in PM10 reduction of 18.5 percent in Jammu and 41.3 percent in Srinagar.

Rana informed that the local communities have been empowered and 171 sale depots established under Sustainable Collection and Utilization of NTFP Policy, notified in 2022. He added that with this 7100 families had been benefitted thereby generating an income of 792.32 lakh.

He informed that firewood and timber supply mechanisms have been strengthened with transparency through e-auctions and digital systems with 8.69 lakh quintal of free fodder distributed in the past five years.

He said that Pollution Control Committee has integrated all services into a single-window system and auto-renewal for green category industries. He added that third-party certification frameworks have reduced procedural delays while maintaining environmental safeguards.

Regarding recruitment and promotion processes, he said that the same has been fast-tracked, with multiple Departmental Promotion Committees (DPCs) meetings convened and significant number of promotions finalized.

He maintained that in the coming year, the government will intensify efforts to further strengthen the forest conservation, biodiversity protection and eco-tourism across Jammu and Kashmir.

On grants for Public Health Engineering Department, Rana said that government was committed to provide drinking water to every rural household in Jammu & Kashmir through convergence of Jal Jeevan Mission (JJM), NABARD, and UT Capex resources.

He asserted that under JJM, the government was committed towards ensuring universal Functional Household Tap Connections (FHTCs), adding that 15.64 lakh households have already been provided tap water supply and remaining will be covered through completion of ongoing schemes and upgradation of existing connections.

He mentioned that Union Finance Minister has announced the extension of JJM till December 2028 with enhanced outlay and the Omar government is committed to complete the mission within the extended timeline.

He informed that two major water supply projects are underway to ensure uninterrupted supply to AIIMS Awantipora and AIIMS Vijaypur. The Rs 54 crore water supply scheme for AIIMS Awantipora is being implemented in two phases, with Phase-I completed and Phase-II slated for completion in 2026–27. The scheme for AIIMS Vijaypur has achieved 95 percent physical progress, he added.

He informed that all vacant posts of Chief Engineers are being filled up, Superintending Engineer posts have been fully staffed in April 2025 and a dedicated Design, Inspection and Quality Control (DIQC) wing has been established.

Rana further said that two DPCs have been held, promoting 47 Junior Engineers besides 62 compassionate appointment orders have been issued in the past three years. Over 1,000 non-gazetted posts have been forwarded to JKSSB for recruitment, he added. Regarding Irrigation & Flood Control sector, the Minister announced a substantial enhancement in capital expenditure, with Capex for 2026–27 proposed at Rs 996 CR, marking a 62 percent increase over the revised allocation of Rs 612 Cr in the previous year.

He added that concerted efforts are underway to bring 3.96 lakh hectare under assured irrigation through major and minor irrigation projects being implemented under Pradhan Mantri Krishi Sinchayee Yojana.

He also highlighted that major flagship projects are nearing completion with Shahpur Kandi Dam Project in its final stage. The project is expected to provide irrigation benefits to over 32,000 hectare of land in Kathua and Samba districts.

The Minister said that the Tawi Barrage Project in Jammu, being executed at a cost of Rs 64 crore, has achieved about 90 percent physical progress.

Under the Comprehensive Flood Management Project of River Jhelum, the Minister stated that flood-carrying capacity between Sangam and Padshahibagh in Srinagar has been enhanced from 31,800 cusecs to 41,000 cusecs, significantly improving the flood safety. Further, under PMDP Phase-II (Part A), 31 bank protection works worth Rs 276.61 Cr are under execution, with 17 works already completed, he added.

He further said two regulatory gates at Hokersar wetland have been completed at a cost of 28.45 crore, aiding ecological restoration.

To address long-term flood risks, the Minister said that floodplain zoning measures are being implemented in line with recommendations of the Central Water Commission.

Under the UT Capex programme, the Minister said that over 1,000 irrigation and flood control works are presently under execution, of which, nearly 350 works have already been completed during 2025–26.

Regarding the grants for Tribal Affairs department, Javed Rana said that for 2026–27, the Tribal Affairs Department will focus on four key pillars; Education and Human Development, Livelihood and Economic Strengthening, Infrastructure and Migration Support besides Cultural Preservation and Institutional Strengthening.

To support the migratory tribes, seven transit accommodation units are under construction with completion of two while the rest are expected to be completed during 2026–27, benefiting over four lakh migratory tribal persons.

The Minister also said that cultural preservation and institutional strengthening remains a core focus of the Tribal Affairs Department, adding that Tribal Research Institute (TRI), Khimber, continues to function as a hub for research, documentation and policy support. He said that tribal youth will be trained as eco-guides, creating livelihoods while promoting sustainable tourism.

The Minister said that strategic collaboration has been initiated with IIT Jammu for entrepreneurship development, business planning, value addition, branding and technology adoption.

For effective implementation of the Forest Rights Act, the Tribal Affairs Department has been designated as the Nodal Department. An allocation of Rs 3.77 Cr has been proposed for establishment and operationalisation of FRA Cells in all districts, which will assist claimants and ensure timely disposal of claims, he said.

Later, the Jammu and Kashmir Legislative Assembly passed the grants worth Rs 3,24,177.48 Lakh for Public Health Engineering, Rs 1,52,482.05 lakh for Forest, Ecology and Environment, Rs 1,60,699.61 lakh for Irrigation and Flood Control and Rs 40,600.72 for Tribal Affairs Department.

The grants were passed through voice vote after the members withdrew their cut motions following the Minister’s assurance to address all their issues.

Srinagar, Feb 13: On the occasion of Radio Day, National Conference President Dr Farooq Abdullah, paid tributes to the enduring legacy of All India Radio Srinagar, formerly known as Radio Kashmir for its invaluable role in preserving and promoting the region’s cultural and pluralistic heritage.

In his message, Dr Farooq fondly recalled the historic beginnings of radio broadcasting in J&K, noting that its very first transmission carried the soul-stirring recitation of the Holy Quran by Madar-e-Meharban Begum Akbar Jehan Abdullah. “That first beam of broadcast,” he said, “was not merely a signal sent across the airwaves; it was a message of faith, unity, and hope that resonated in every household across the Valley.”

Reflecting on its remarkable journey, Dr Farooq observed that radio in Jammu and Kashmir has truly come of age. “Over the decades, it has crafted an enduring legacy of artistic brilliance and cultural milestones.

Centre okays 25 lakh metric tonnes wheat exports

New Delhi, Feb 13: In a farmer-centric step to stabilise domestic markets and ensure remunerative returns to producers, the Centre on Friday approved the export of 25 lakh metric tonnes (LMT) of wheat, along with an additional 5 LMT of wheat products.

According to a Consumer Affairs Ministry statement, wheat stock availability with private entities during 2025–26 stands at approximately 75 LMT, which is nearly 32 LMT higher compared to the corresponding period last year.

“This substantial year-on-year increase indicates a comfortable supply position in the country. Furthermore, as on April 1, 2026, total wheat availability in the central pool with FCI is projected at around 182 LMT, thus ensuring that export permissions will not impact domestic food security requirements,” it said.

Srinagar, Feb 13: JKPCC President Tariq Hameed Karra has asked the J&K government to send an all-party MLAs team to the Kashmiri migrant camps to see their living conditions and recommend urgent measures to improve them.

Karra said this after  interaction with the Kashmiri Pandit community, on the eve of Shivratri, during a visit to the Jagti migrant camp at Nagrota Jammu. He said “enough politics has taken place on the plight and sufferings of Kashmiri displaced community but it’s time to rise above vote bank politics and improve their lot who are suffering on multiple fronts,”.

He said that while fresh initiatives for their respectful, safe and dignified return should be taken and continue, for which Congress has suggested the government a local level dialogue through elected MLAs from all parties, simultaneously urgent and effective steps should be taken to improve their living conditions and rehabilitation measures in migrant camps and solve their genuine issues. The best way is to send an all-party MLAs team to their camps and migrant basis to study their conditions and recommend urgent measures. Karra was invited by the migrant community to express gratitude for raising the issue of community during the ongoing budget session of J&K Assembly, said a press release.

Accompanied by senior leaders of the party including working President  Raman Bhalla, Karra visited the migrant camp.
