Ramban, Dec 26: The Srinagar-Jammu National Highway remained open for two-way traffic on Friday.

Traffic authorities said that, subject to fair weather and road conditions, Light Motor Vehicles (LMVs) and heavy vehicles would be allowed to ply from both sides of the Srinagar-Jammu National Highway on Saturday.

LMVs and heavy vehicles were permitted to move in both directions throughout the day on Friday as well.

However, traffic movement remained slow at several locations owing to single-lane stretches and vehicle breakdowns.

Congestion was reported at Balinalla, Dewal, Nashri-Dalwas, and along the Marog-Kishtwari Pather stretch.

Traffic flow was further disrupted due to the breakdown of two heavy vehicles on the highway.

Traffic authorities urged passengers and drivers to check updates from Traffic Control Units (TCUs) at Srinagar, Ramban, and Jammu, as well as official social media handles of the Jammu and Kashmir Traffic Police before starting their journey.

Commuters have also been advised to prefer daytime travel and avoid night journeys, particularly on vulnerable stretches.

Officials cautioned that the movement of heavy vehicles between the Nashri and Navyug tunnels during night hours could cause inconvenience and delays.

Drivers were further urged to maintain lane discipline, warning that overtaking and wrong-lane driving could lead to traffic jams and pose serious safety risks.

Secretary Transport reviews functioning of Weighbridge in Sonamarg

Srinagar, Dec 26: Secretary Transport Department Avny Lavasa visited Sonamarg to take stock of the functioning and facilities at the Weighbridge here.

The Secretary was accompanied by the Regional Transport Officer (RTO) Kashmir, Assistant Regional Transport Officer (ARTO) Ganderbal and other concerned officers and officials, said a press release.

During the visit, the Secretary assessed the operational status of the weighbridge, availability of manpower and adequacy of infrastructure. She stressed the importance of strict enforcement of axle load norms to curb overloading, ensure smooth traffic regulation, enhance road safety and protect road infrastructure.

The Secretary directed the officers to ensure transparency in weighbridge operations, improve inter-departmental coordination and maintain round-the-clock functionality of the facility, especially during peak tourist influx and high-traffic periods. She also interacted with the staff on duty and took stock of the challenges faced in routine operations, emphasizing timely redressal of issues to improve efficiency and public service delivery. The visit was aimed at strengthening the transport enforcement mechanisms and ensuring effective regulation of vehicular movement in Sonamarg area.

New Delhi, Dec 26: Union Home Minister Amit Shah on Friday praised the investigation into the Pahalgam terror attack and Delhi blast cases stressing that they are not cases of ordinary policing but outstanding examples of watertight investigation.

Lauding the security forces for neutralising the perpetrators of the Baisaran Valley (Pahalgham) terror attack, Shah said the terrorists wanted to disrupt communal harmony in the country and deliver a blow to the new era of development and tourism that has begun in Kashmir.

Inaugurating a two-day Anti-Terror Conference organised by the National Investigation Agency (NIA) here, he said that the results of the investigation into the Pahalgam terrorist attack will put Pakistan in the dock on international platforms.

The home minister said that the security forces neutralised all three terrorists based on extremely precise intelligence, delivering a stern message to Pakistan.

This is the first terrorist incident in which those who planned the terrorist act were punished by us through Operation Sindoor, and those who carried out the act with the weapons provided to them were neutralised through Operation Mahadev, he said.

Shah said at both ends, the government of India, the Indian security forces and the people of the country have given a strong and befitting reply to Pakistan’s terrorist masters through security forces and intelligence agencies.

The minister said a complete and successful investigation was conducted of the Pahalgam terrorist attack, which agencies around the world will study.

Shah praised the investigation of the Jammu and Kashmir Police and Delhi Police in exposing the complete network behind the Red Fort area blast case.

“…investigations into the Pahalgam and Delhi blast cases are not ordinary policing but outstanding examples of watertight investigation. This is also a great example of how an alert officer can save the country from such a major crisis by remaining vigilant at all times,” he said.

He mentioned that the landscape of terrorism in the world is now changing due to the use of technology in terrorist incidents alongside technological advancements, and we too must prepare to prevent this. He said that it is the national responsibility of this conference to anticipate invisible future challenges and to prevent them.

Shah said that all agencies of the government of India, together with the state police, should form a ‘Team India’ that works effectively for national security.

Jammu, Dec 27: Sixteen people were detained by police from drug-related hotspots in Jammu and Kashmir’s Samba district on Friday, officials said.

Acting on a tip-off, police carried out an operation in areas prone to drug-related activities at Rakh Barotian in Vijaypur tehsil, where some homeless people were found wandering suspiciously, they said.

They detained 16 people under preventive sections of the Bharatiya Nagarik Suraksha Sanhita (BNSS) and lodged them in district jail Kathua, the officials said.

The action was taken as part of efforts to curb drug-related activities in the area, they said.

Reiterating its commitment to eliminate the drug menace, police said strict action would continue against those involved in drug peddling and abuse.

The police also appealed to the public to remain vigilant and cooperate in its efforts to eradicate the drug problem.

Power of review meant to correct mistake, not to substitute view: High Court

Srinagar, Dec 26: The power of review can be exercised only to correct an apparent mistake on record and not to substitute or re-appreciate a judicial view already taken, said the High Court of Jammu and Kashmir and Ladakh on Friday.

A Division Bench of Justice Rajnesh Oswal and Justice Muhammad Yousuf Wani held this while rejecting a review plea with the observation that issues already considered and decided by the court could not be re-agitated.

In their plea, the aggrieved persons were seeking review of the court’s judgment dated April 9, 2025, whereby their petition challenging the order of July 26, 2021, passed by the Central Administrative Tribunal, Jammu, had been dismissed.

The petitioners contended that their submissions were not adequately considered and argued that the authorities’ failure to specifically deny certain averments amounted to an admission.

In response to the petitioners’ contentions, the court noted that the issues raised in the review petition had already been examined and decided in the original judgement passed by it.

“The issue as to whether this court has correctly interpreted the stand of either of the parties cannot be a subject matter of review,” the court said.

The court noted that the affidavit filed by the authorities in compliance with the order dated October 1, 2024, disclosed details of 18 persons working pursuant to court orders, which matched the information placed on record by the petitioners through the Right to Information Act.

A review cannot be used to re-agitate settled issues or to correct what a party perceives as an erroneous interpretation, it said.

The court pointed out that the issue as to whether the court had correctly interpreted the stand of either of the parties could not be a subject matter of review.

“The scope of review is very limited in nature, and cannot be extended to the extent of rehearing the issues already considered and decided by the court,” it said.

The court observed that even if it was assumed that the view taken by the court was not correct, still it could not be a ground for review.

A mere repetition of old and overruled arguments is insufficient for exercising jurisdiction of review, it said.

“The power of review can be exercised for the correction of a mistake, but not to substitute a view. Such power can be exercised within the limits specified in the statute governing the exercise of such power,” the court said.

It dismissed the review petition, saying it did not find any error apparent on the face of the record which would warrant the exercise of jurisdiction of review.

Over 43,000 special train trips operated during festivals, peak seasons in 2025: Railway Ministry

New Delhi, Dec 26: Indian Railways has undertaken extensive measures to ensure smooth, safe and convenient travel for passengers by operating over 43,000 special train trips during major religious events and peak travel seasons, the Ministry said on Friday.

“These initiatives reflect the Railways’ continued commitment to meeting increased passenger demand and providing seamless connectivity across the country,” it added.

According to the Ministry, in 2025, special train operations were significantly scaled up, highlighting enhanced planning and a stronger focus on passenger comfort.

Providing details of some of the major events, it stated that during 2025, Indian Railways undertook one of its largest special train operations for Maha Kumbh, operating 17,340 special train trips between January 13 and February 28 to facilitate the movement of a very large number of pilgrims.

“For Holi 2025, held from March 1 to March 22, 2025, 1,144 special train trips were operated, nearly double the number run during Holi 2024, ensuring better availability and smoother festive travel,” it said.

It added, “The summer travel season of 2025, spanning April 1 to June 30, saw the operation of 12,417 Summer Special train trips, maintaining a high level of service during peak vacation months.”

It mentioned the special arrangements for Chhath Puja 2025, during which 12,383 special train trips operated between October 1 and November 20, 2025, marking a substantial increase over the previous year.

“These enhanced arrangements in 2025 were built upon the strong operational base created in 2024,” the Ministry said.

It noted that the marked expansion of special train operations in 2025 underscores Indian Railways’ sustained commitment to passenger comfort, efficient crowd management, and reliable travel during periods of high demand.

Cyber Police recover 46 missing mobile phones worth lakhs in Ganderbal

Ganderbal, Dec 26: Marking a significant success in tackling cyber-enabled crime, Ganderbal police has recovered 46 missing mobile phones worth several lakhs of rupees from different parts of Jammu and Kashmir.

The recoveries were made by the Cyber Police Station Ganderbal following multiple complaints lodged by citizens through the Central Equipment Identity Register (CEIR) Portal and other police units over the past four months, officials said.

According to officials, the recovery followed multiple complaints lodged by citizens over the past four months regarding lost or missing mobile phones. Acting on these complaints, special teams were constituted by the Cyber Police Station Ganderbal, which carried out sustained technical surveillance and field operations to trace the devices. The recovered mobile phones were formally handed over to their rightful owners by Senior Superintendent of Police Ganderbal Khalil Ahmad Poswal, in the presence of DySP Headquarters Ganderbal, Dr Urfaan and incharge Cyber police cell Ganderbal after completion of the prescribed legal formalities. Police said the operation reflects the department’s continued commitment to addressing public grievances and strengthening cyber policing through effective use of technology and coordinated efforts on the ground.

Meanwhile, the Jammu and Kashmir Police have advised the public to remain cautious while using mobile phones and other electronic devices to avoid cyber frauds and related crimes. Citizens have been urged to promptly report any cybercrime or fraud on the National Cyber Crime Reporting Portal at www.cybercrime.gov.in or directly approach the nearest Cyber Police Station.

Div Com Kashmir reviews implementation of traffic management proposals in Srinagar

Srinagar, Dec 26: Divisional Commissioner Kashmir, Anshul Garg, today chaired a meeting of the Multi-Disciplinary Committee (MDC) on Traffic Management System to review the implementation of various proposals aimed at streamlining traffic movement in Srinagar city.

The meeting was attended by Deputy Commissioner Srinagar Akshay Labroo; CEO SSCL, Fazlul Haseeb, VC SDA, SSP Traffic, and officers from the Public Works Department, Waqf Board, and other concerned departments.

During the meeting, the Divisional Commissioner reviewed the drawings of proposed traffic interventions, including the construction of a rotary at Exchange Junction, road widening at Sangarmal Junction, and improvements at Jahangir Chowk to facilitate smoother traffic flow on MA Road. After detailed deliberations, the committee approved the implementation of these proposals.

The meeting also reviewed the positive outcomes of introducing one-way traffic on several interior city roads and proposed extending the arrangement to additional areas.

It was informed that color coding of mini-buses has been completed in the western zone, while the process in the eastern zone will be initiated shortly.

To curb noise pollution, areas near JVC, Children’s Hospital, and Karanagar were declared no-honking zones.

Regarding traffic accident black spots on the Parimpora–Narbal Highway, the Divisional Commissioner directed the PWD to conduct a joint inspection with BEACON to ascertain the causes of frequent accidents.

On the development of a multi-level parking facility at Jamia Masjid Srinagar, the Divisional Commissioner instructed the Deputy Commissioner Srinagar and CEO SSCL to take up the matter with the Auqaf Committee.

The meeting was informed that tenders for IT-based parking facilities at Harwan, Nehru Park, and Makai Park have already been floated.

 Divisional Commissioner also reviewed the Action Taken Report on issues related to realignment of e-bus routes, establishment of e-bus charging stations, and construction of a vehicular underpass at Mominabad Junction.

Emphasizing the importance of effective traffic monitoring, the Divisional Commissioner directed the CEO SSCL to expedite the installation and operationalization of all ITMS cameras across the city.

New Delhi, Dec 26: The Centre has asked all Indian Administrative Service (IAS) officers to file their property details in time or face action including disciplinary proceedings and denial of promotion, according to an official communique.

All IAS officers are required to submit the annual Immovable Property Return (IPR) by January 31 of the next year.

“Failure on part of the members of the service to comply with the requirements of the aforesaid provisions constitutes good and sufficient reason for, inter alia, institution of disciplinary proceedings against them,” said the communique issued by the Ministry of Personnel.

Further, rules have been amended to make the timely filing of IPR mandatory for being considered for appointment to the next level of pay matrix, it said.

The Department of Personnel and Training (DoPT) had introduced online filing of IPR in respect of IAS officers with effect from January, 2017 through the SPARROW module.

“It is indeed a matter of immense satisfaction that the officers are submitting their IPR either electronically or uploading a scanned copy of the manually filled-in IPR, over the years,” said the communique dated December 23, sent to secretaries of central government departments and chief secretaries of all states.

This online module will close automatically after the prescribed timeline i.e. January 31, 2026 in respect of the calendar year 2025, it said.

All secretaries and chief secretaries have been asked to issue necessary instructions to all IAS officers working under them to file their property details in time, according to the communique.

ACB nabs RDD clerk in Anantnag while taking bribe for bill clearance

Srinagar, Dec 26: The Anti-Corruption Bureau (ACB) on Friday trapped and arrested a clerk of the Rural Engineering Wing (RDD) in Anantnag, for demanding and accepting a bribe from a complainant in exchange for releasing payment against an irrigation work bill.

According to a statement issued to the news agency)—Kashmir News Observer (KNO), the Jammu and Kashmir Anti Corrupting Bureau received a written complaint alleging therein that the complainant’s father had constructed an irrigation Ladh and after completion of work he had submitted bill which was forwarded through concerned quarters to the office of Rural Engineering Wing (RDD) Anantnag, where concerned clerk namely Manzoor Ahmad Ahanger demanded bribe openly from him for releasing the payment in his favour.

The statement reads, the complainant chose not to pay bribe and instead approached Anti Corruption Bureau for taking legal action against the said clerk as provided under law.

“On receipt of the complaint, a discreet verification was conducted which confirmed the demand by the said Govt. employee and accordingly Case FIR No. 06/2025 u/s 7 of P/C Act 1988 was registered in PS ACB Anantnag and investigation was taken up,” reads the statement.

It reads as, during the course of investigation a trap team was constituted. The team laid a successful trap and caught the said Govt. employee red handed while demanding and accepting bribe. He was arrested on spot and bribe   amount was also recovered from his possession in presence of independent witnesses associated with the trap team.

“Subsequently, search of residential house of the accused Govt. employee was carried out in presence of Executive Magistrates and independent witnesses. Further investigation of the instant case is going on,” the statement reads.
