Deep-sea search for Malaysia Airlines Flight 370 to resume Dec 30

Kuala Lumpur, Dec 03: Malaysia’s transport ministry said Wednesday that the deep-sea hunt for Malaysia Airlines Flight 370 will resume Dec 30, renewing hopes of finally locating the jet that vanished without a trace more than a decade ago.

The Boeing 777 plane disappeared from radar shortly after taking off on March 8, 2014, carrying 239 people, mostly Chinese nationals, on a flight from Malaysia’s capital, Kuala Lumpur, to Beijing.

Satellite data showed the plane turned from its flight path and headed south to the far-southern Indian Ocean, where it is believed to have crashed.

The transport ministry said in a statement that US-based marine robotics firm Ocean Infinity will search intermittently from Dec 30 for a total of 55 days, in targeted areas believed to have the highest likelihood of finding the missing aircraft.

“The latest development underscores the government of Malaysia’s commitment in providing closure to the families affected by this tragedy,” it said.

Malaysia’s government gave the green light in March for a “no-find, no-fee” contract with Ocean Infinity to resume the seabed search operation at a new 15,000-square-kilometre site in the ocean. Ocean Infinity will be paid $70 million only if wreckage is discovered. The search was halted in April due to bad weather.

An expensive multinational search failed to turn up any clues to its location, although debris washed ashore on the east African coast and Indian Ocean islands. A private search in 2018 by Ocean Infinity also found nothing.

Srinagar, Dec 03: Kashmir Valley continued to reel under intense cold conditions on Tuesday night as minimum temperatures plummeted below the freezing point in most parts, weather officials said.

According to data compiled by Kashmir Weather, Srinagar recorded a low of -4.4°C, while several stations including Pampore (-5.0°C), Anantnag (-5.3°C), Baramulla (-5.3°C), Pulwama (-5.5°C) and Shopian (-5.9°C) remained among the coldest in the region.

Pahalgam continued to witness severe cold with -4.6°C, while Kupwara settled at -4.1°C. Gulmarg recorded -2.6°C, Kokernag -1.2°C, and Ganderbal -3.0°C. In higher reaches, Sonamarg touched -3.6°C, and Zethan Rafiabad registered -4.9°C.

In the Jammu region, temperatures also dipped notably, with Jammu city recording 8.1°C. Banihal dropped to -0.7°C, Bhaderwah to -0.2°C, Rajouri to 1.4°C, and Samba to 2.5°C. Katra recorded 7.6°C, while Udhampur and Ramban settled at 4.0°C and 4.1°C respectively.

In Ladakh, the mercury fell sharply with Leh recording -7.0°C, followed by Kargil at -5.6°C and Nubra Valley at -4.7°C.

Officials said the persistent drop in night temperatures is due to dry weather and clear skies, adding that cold wave conditions are likely to continue from December 6 with slight improvement on December 4 and 5. (KNC)

New Delhi, Dec 03: Prime Minister Narendra Modi on Wednesday paid tribute to India’s first President Dr Rajendra Prasad on his 141st birth anniversary, recalling his role in the freedom struggle and the Constituent Assembly.

In an X post, PM Modi hailed Dr Prasad for his simplicity and courage, saying his “service and vision continue to inspire generations.”

“Tributes to Dr Rajendra Prasad Ji on his birth anniversary. From being an active participant in India’s freedom struggle, presiding over the Constituent Assembly to becoming our first President, he served our nation with unmatched dignity, dedication and clarity of purpose. His long years in public life were marked by simplicity, courage and devotion to national unity. His exemplary service and vision continue to inspire generations,” the Prime Minister said.

Born on December 3, 1884, in Bihar’s Siwan, Dr Rajendra Prasad was elected as the first President of India at a special session on January 24, 1950, by the Constituent Assembly, in accordance with the Constitution.

He was also the President of the Constituent Assembly.

Dr Prasad was an accomplished lawyer by profession and held a Doctorate in Law. Influenced by Mahatma Gandhi during the freedom struggle, he quit his law practice in 1921 and joined the movement. He was a part of Mahatma Gandhi’s Non-Cooperation Movement and the Salt Satyagraha.

Post-independence, he served 12 years as the President before retiring in 1962, and was subsequently awarded the Bharat Ratna. He spent his last days at the Sadaqat Ashram in Patna before he passed away on February 28, 1963.

Apart from his autobiography ‘Atmakatha’ (1946), autobiographical accounts from his life can also be found in ‘Satyagraha at Champaran’ (1922), ‘India Divided’ (1946), ‘Mahatma Gandhi and Bihar, Some Reminisences’ (1949), and ‘Bapu ke Kadmon Mein’ (1954), according to the government of Bihar.

Srinagar, Dec 2: Jammu and Kashmir’s power sector is facing one of its most severe financial crunches in recent years, with the total accrued power purchase liability touching Rs 4751 crore as of September 30.

The staggering figure, accessed through official records, reflects an ever-widening gap between the cost of purchasing electricity and the revenue realised from consumers, a gap that has continued to deepen despite repeated reform attempts.

According to the Detailed Liability Statement, the single largest outstanding amount is owed to J&K’s own generation utility – the Jammu and Kashmir Power Development Corporation (PDC), along with the Baglihar Hydroelectric Project (BHEP) – which together are awaiting dues of Rs 2675 crore.

Central public sector undertakings are also among the major creditors, with NTPC owed Rs 638 crore and NHPC Rs 449 crore.

The transmission giant Power Grid Corporation of India Limited (PGCIL), now Grid India, is awaiting Rs 172 crore.

Apart from these, private power generators, including Jindal Power and RKM (Talcher and IB) are owed a combined liability of nearly Rs 300 crore.

Smaller dues remain pending with NPCIL, Meja, SJVNL, and THDC, indicating that arrears are spread across almost every source from which J&K procures electricity.

Officials familiar with the financial position of the power sector said the liability has accumulated primarily due to J&K’s chronic Aggregate Technical and Commercial (AT&C) losses, which remain among the highest in the country.

The cost of supplying electricity in J&K is estimated at around Rs 7 per unit, while the average realisation from consumers is just about Rs 2.5 per unit.

This structural imbalance has resulted in year-on-year accumulation of arrears, even as the government continues to spend heavily on power purchases to bridge the demand-supply gap.

The crisis becomes clearer when viewed over a longer period.

Over the past decade alone, J&K has spent Rs 55,254 crore on purchasing electricity from outside power companies.

The financial outflow has grown steadily, with J&K spending Rs 8197 crore to buy 16,207 million units of electricity in 2021-22 – the highest in 10 years.

In 2020-21, the government spent Rs 7047 crore for 14,362 million units, while in 2019-20, the expenditure stood at Rs 6987 crore for 13,345 million units.

The upward trend is evident in earlier years as well, with power purchase spending at Rs 6561 crore in 2018-19, Rs 4844 crore in 2017-18, and Rs 4752 crore in 2016-17.

Between 2012-13 and 2015-16, J&K’s annual spending on electricity gradually rose from Rs 3382 crore to Rs 4803 crore.

Officials said these numbers highlight the rising financial burden despite repeated attempts to reform billing, metering and revenue collection.

The high cost of power procurement, combined with low revenue recovery, has led officials to rely heavily on schemes such as the government’s amnesty scheme, which focuses on recovering principal amounts while offering waivers on interest and penalties.

However, senior officials admit that such measures only provide temporary breathing space and do not address the structural leakages responsible for the widening financial deficit.

Electricity theft, meter bypassing, unmetered consumption, and inefficient billing systems contribute significantly to the financial stress.

Jammu, Dec 2: Chief Minister Omar Abdullah will chair a cabinet meeting, the first after the biannual Darbar Move to the winter capital, resumed after a hiatus of over four years in the civil secretariat, Jammu, on Wednesday amid persisting suspense over its main agenda.

While media reports suggested that the cabinet’s main agenda would be deliberations on the reservation report prepared by the cabinet-sub-committee, authorities privy to the meeting said till late Tuesday evening, reservation did not figure in the agenda circulated.

“As of now, there is nothing related to the reservation on the agenda. It is the normal agenda related to proposals related to different departments, including reforms. There are issues related to the Cooperative Department, Housing and Urban Development Department (HUDD), and also some matters related to KAS officers pertaining to the General Administration Department (GAD),” he said.

On whether there is any possibility of a reservation issue to be included in the agenda as an additional item at the last moment, the authorities said, “I don’t think tomorrow it will be there, as so far it is not part of the agenda circulated. But yes, one cannot rule out the possibility of the issuance of a separate order in this regard tomorrow.”

The issue related to the recent JDA demolition drive, which has stirred a hornet’s nest, may prominently figure in the cabinet meeting.

Meanwhile, talking to media persons in Rajouri, Minister for Tribal Affairs Javed Rana on Tuesday also gave mixed signals vis-à-vis the reservation issue in the agenda of Wednesday’s cabinet meeting.

“I am expecting that the CSC report on reservation will be made public in tomorrow’s meeting – if it figures in the agenda (of the cabinet meeting). So far, I’ve not received the final agenda,” he said.

However, he said that the proposal to make the Tribal Affairs Department as nodal authority for FRA implementation would be there in the cabinet meeting.

Notably, Chief Minister Omar Abdullah, following the two-day NC Working Committee meeting in Srinagar on November 29, 2025, had said that the concerned (Social Welfare Department) minister would present a memo (related to CSC report on reservation) in the next cabinet meeting, and it would deliberate on it.

On October 16, CM Omar, in a news conference that marked the completion of one year of his government in office, said that the Cabinet-Sub-Committee on reservation submitted its final report to the cabinet on October 15, 2025, and it would be sent to the Lieutenant Governor for approval. Media reports have suggested that the government may affect a cut in Residents of Backward Areas (RBA) and Economically Weaker sections (EWS) quotas to rationalise the percentage for Open Merit candidates in government jobs and educational institutions.

Srinagar, Dec 2: The Jammu and Kashmir government on Tuesday constituted a six-member committee to formulate a transfer policy for the regularised Rehbar-e-Taleem (ReT) teachers working in the School Education Department (SED).

The move comes amid the persistent demand of the teaching fraternity, who were recruited as ReT teachers in the erstwhile SSA scheme and are now being absorbed into the department as Grade-II and Grade-III teachers.

Since the inception of the scheme in J&K in early 2000, the ReTs have continued to be posted in the schools that were their first places of posting.

Even if the teachers were shifted to other schools from their original place of postings, on an academic arrangement basis, officially, these teachers are not yet covered under any transfer policy in the department.

Over the years, these teachers were excluded during the mass reshuffle of the teaching community in the department, which, according to the teachers, was a grave injustice to them.

With the formulation of a transfer policy, these teachers will get exposure, besides learning experience as well.

The teachers said their regular reshuffle can infuse the education system with renewed energy and fresh perspectives.

“The routine transfers will not only allow us to experience diverse work environments while sharing experiences with their seniors, but will also facilitate the exchange of innovative teaching techniques as well,” a group of teachers said.

The teachers are hopeful that with the formulation of a transfer policy, their stagnation will be over and their contributions towards the department will be acknowledged.

As per the government order issued by Secretary SED, Ram Niwas Sharma, the six-member committee comprises Special Secretary SED, Additional Secretary SED, Joint Director Central SED, Joint Director Jammu SED, Deputy Secretary SED, and Under Secretary of the SED.

The committee has been constituted to examine all the issues connected with transfers, postings, and adjustments of ReTs and to formulate a comprehensive, transparent, and uniform transfer policy for regularised ReTs across J&K.

“The committee will study the existing norms regarding the transfer of regularised ReTs and will propose a uniform, need-based, and student-centric transfer policy for these teachers,” the order reads. “The proposal must ensure the rationalisation of staff, transparency, and administrative efficiency.”

The committee formulating the transfer policy will also assess the feasibility of periodic transfers, hardship postings, and tenure-based placements of these teachers.

“The committee shall submit a detailed report along with a draft transfer policy to the government within two months,” the order reads.

New Delhi, Dec 2: Union Home and Cooperation Minister Amit Shah on Tuesday said Prime Minister Narendra Modi has renamed the Prime Minister’s Office (PMO) as Sewa Tirth.

He said that for the past 11 years, PM Modi-led government has been synonymous with service, not power, where the topmost leader of power considers himself the ‘Pradhan Sewak’ and works 24 hours a day, seven days a week for the people.

In a post on microblogging site ‘X’, Shah said that in this direction, PM Modi has reiterated the resolve of service by naming the PMO as ‘Seva Tirth’.

Further, the names of Raj Bhavan and Raj Niwas are being changed to Lok Bhavan and Lok Niwas.

He said that this was an important milestone in the golden journey of building a developed and superior India in every field, keeping service and good governance paramount.

Ganderbal, Dec 2: The Department of Youth Services and Sports Ganderbal conducted Day 3 of the District Level Trekking Expedition for Boys. The day recorded strong energy, steady participation and focused discipline from all trekkers.

As per a statement issued by DYSS, the students started from the Base Camp Pahalgam and moved through the Pahalgam Zoo and the Golf Course. The route helped the students observe local wildlife and landscape. The activity helped the students build endurance, teamwork and leadership.

The programme ran under the supervision of DYSSO Ganderbal, Sheikh Shafqat Iqbal. His planning and field monitoring supported smooth conduct of the camp across all days.

The students interacted with Mount Everester Mehfooz Illahi and a senior instructor from the Jawahar Institute of Mountaineering and Winter Sports. Mehfooz Illahi shared his work, his training experience and his early challenges. The interaction motivated the trekkers to pursue sports with commitment.

The participants reported high motivation at the end of the trek. Many students shared that the camp improved their confidence and physical readiness.

The department acknowledged the contribution of all field officials who managed Day 3 operations and ensured safety and order.

Jammu, Dec 2: The J&K Finance department has partially modified the schedule of discussions on the budget proposals of four departments.

“In partial modification to the schedule for budget discussions issued vide No FD-BDGT0GEN/23/2021-03-FD-(49992) dated November 24, 2025, the discussions in respect of Jal Shakti Department (PHE), Jal Shakti Department (I&FC), Revenue Department and Industries & Commerce Department have been rescheduled,” read a circular issued by the department on Tuesday.

As per the revised schedule, the discussions in respect of Jal Shakti Department (PHE), Jal Shakti Department (I&FC) will now take place jointly on December 9 instead of December 4 and 9 as earlier scheduled.

The deliberations on the budget proposals of Revenue Department, Industries & Commerce Department which were earlier scheduled to take place on December 2 and 1, will now be held on December 17, 2025.
