Democracy ‘alien concept’ for Pak, must end rights abuses in occupied areas: India at UN

Global community must ensure LeT, JeM, no longer exploit Afghan territory for terror activities: India

United Nations, Oct 25: Asserting that democracy is an “alien” concept for Pakistan, India has called upon Islamabad to end grave human rights violations in territories under its illegal occupation, where the population is in “open revolt” against military occupation, repression, brutality and exploitation.

Responding to references made by Pakistan’s envoy at the UN Security Council’s open debate on ‘The United Nations Organisation: Looking into the Future’ on Friday, India’s Permanent Representative to the UN, Ambassador Parvathaneni Harish, said,

“The people of Jammu and Kashmir exercise their fundamental rights in accordance with India’s time-tested democratic traditions and constitutional framework.”

“We, of course, know that these are concepts alien to Pakistan,” he said.

The envoy reiterated that Jammu and Kashmir “has been, is, and will always be” an integral and inalienable part of India.

Strongly rebuking Islamabad, Harish said, “We call upon Pakistan to end the grave and ongoing human rights violations in the areas illegally occupied by it, where the population is in open revolt against Pakistan’s military occupation, repression, brutality and illegal exploitation of resources.”

Harish also emphasised that the UN must undertake “real, comprehensive reforms,” saying that the 80-year-old Security Council architecture no longer reflects contemporary geopolitical realities.

“An outdated Council architecture that mirrors the geopolitical realities of 1945 is not equipped to handle the challenges of 2025,” he said, calling for expansion in both permanent and non-permanent categories through “time-bound” and “text-based negotiations”.

He underlined that the Global South must have a greater voice in global decision-making, adding that “postponing reforms indefinitely does immense disservice to our citizens, especially in the Global South”.

“This bloc of countries represents the overwhelming proportion of humanity and has its unique set of challenges, particularly in the areas of development, climate and financing,” Harish said, adding that global decision-making must be more democratic and inclusive.

Highlighting India’s commitment to multilateralism, he said the world must move beyond “pennies and posts” to craft a new vision for the UN that is more agile and responsive to global challenges such as pandemics, terrorism, economic instability, and climate change.

Harish noted that the world’s largest multilateral body faces questions of “relevance, legitimacy, credibility, and efficacy”.

He cautioned that international cooperation is increasingly being viewed as charity and that prosperity is being “ring-fenced amid shrinking access to resources and technologies necessary for growth”. He said progress that is not universal is “neither sustainable nor tenable in moral terms or on a practical basis”.

Harish also called for making UN mechanisms more agile, noting that peacekeepers face “newer challenges every day” and need realistic mandates, adequate resources, and technological support.

“Structural adjustments of different UN bodies are welcome, but not enough,” he said, urging that UN80, the 80th anniversary of the organisation, should aim for “real, comprehensive reforms of the UN and its principal organs.”

Harish further emphasised the need to revitalise the General Assembly as the UN’s principal deliberative and policymaking body, enhancing coordination with other organs, particularly the Security Council, to realise the purposes and principles of the UN Charter.

He cautioned member states against using the UN as a “theatre for divisive politics and parochial purposes,” saying, “In a world fractured and fragmented along multiple fault lines, the United Nations… is the only vehicle we possess to harness our collective energies for global public good.”

Harish invoked India’s civilisational ethos of Vasudhaiva Kutumbakam, “the world is one family”, and urged all member states to come together and join hands towards realising “this vision for making the UN fit for purpose for the new era”.

Palestinian factions agree to independent technocratic body for Gaza governance

Israeli strikes across Gaza kill at least 59 as Israel prepares to ramp up its offensive

Cairo, Oct 25: Palestinian factions, including Hamas and Fatah, have announced an agreement to establish a temporary, independent body of technocrats to administer the Gaza Strip in the aftermath of the Gaza conflict.

The new committee, which will be composed of non-partisan figures from Gaza, is tasked with managing daily affairs and providing essential services, the factions said on Friday in a joint statement following two days of Egyptian-mediated talks in Cairo.

The factions affirmed that this body will operate under a framework of national accountability, calling for an international committee to be established specifically to supervise the funding and execution of the strip’s comprehensive reconstruction efforts, Xinhua news agency reported.

The factions demanded the full implementation of the ceasefire agreement, which was brokered earlier this month between Hamas and Israel, calling for the complete withdrawal of Israeli forces, the unconditional lifting of the siege, the opening of all crossings, including the crucial Rafah border crossing, and the unimpeded delivery of humanitarian aid.

The Palestinian groups called for a UN Security Council resolution to mandate the temporary international forces proposed to monitor the ceasefire, thereby giving the mission a clear legal framework.

They also stressed that the issue of Palestinian prisoners in Israeli jails would remain a priority until their freedom is secured.

The factions affirmed their commitment to a broader national dialogue to unify their political efforts, pledging to work towards reactivating the Palestine Liberation Organisation to ensure it represents all Palestinian components.

The ceasefire deal between Hamas and Israel, brokered by Egypt, Qatar, Turkey and the United States, took effect on October 10.

Its first phase includes the exchange of prisoners and detainees, the entry of humanitarian aid into Gaza, and a partial withdrawal of Israeli forces.

Despite the accord, both Israel and Hamas have accused each other of violating the truce.

Finally, the Palestinian factions agreed to convene an “urgent” national meeting that brings together all Palestinian parties to “forge a unified national strategy”.

Our decision not to contest 4th seat stands vindicated: Karra

Congress to raise issue of “missing statues” of Mahatma Gandhi with govt: Karra

Srinagar, Oct 24: Reacting to the outcome of the Rajya Sabha elections in Jammu and Kashmir, JKPCC Chief Tariq Hameed Karra on Friday said the Congress had rightly declined the National Conference’s offer to contest the fourth seat, calling it a “risky seat that could not be won by anyone.”

After the BJP secured the fourth Rajya Sabha seat, Karra said the result had vindicated the Congress Party’s earlier assessment, as per KNS.  “It is a vindication of what I have been saying from the very beginning that this was a risky seat and cannot be won by anyone,” Karra said. He added that the Congress had made its decision based on a realistic political evaluation. “We had done our strategy and calculation. We knew this seat was beyond reach, so there was no point in contesting just for the sake of it,” he said.

Karra said that the Congress-NC alliance remains intact but every decision within the alliance must be guided by political ground realities. “Alliance is a unit, but every move has to be based on understanding and practicality,” he added. Reiterating his stand, the JKPCC Chief said the outcome proved the Congress’s judgment correct. “Today’s result is proof that our stand was right. It is a risky seat, and no one could have won it,” he said.

UN unveils classroom toolkit to train next-gen global diplomats

New Delhi, Oct 24: The United Nations has launched a new Model UN Mini-Simulation Toolkit to make global diplomacy more accessible to students and young people worldwide.

The initiative, unveiled on United Nations Day 2025, marks the 80th anniversary of the UN Charter. Developed jointly by the UN Department of Global Communications and the World Federation of United Nations Associations (WFUNA), the toolkit aims to bring the workings of the UN directly into classrooms and youth clubs. It offers a simplified yet realistic experience of how international negotiations are conducted, encouraging young people to practise diplomacy, consensus-building, and problem-solving.

The first edition focuses on the United Nations Environment Assembly and its debates on marine plastic litter and microplastics, one of the world’s most urgent environmental challenges. The kit includes a complete set of materials, an educator’s guide, student worksheets, simulation scripts, and background notes, enabling teachers to conduct a full UN-style session.

“As we mark 80 years of the United Nations, this new Model UN toolkit empowers young people to step into the role of global leaders,” said Melissa Fleming, the UN’s Under-Secretary-General for Global Communications. “It teaches them that collaboration across borders is not just how the UN works — it’s how real solutions to the world’s toughest problems are found.”
